Duties
Evaluate all levels and types of Department of the Army (DA) permit application, compliance, and/or enforcement cases for activities in waters of the United States and/or navigable waters.
Evaluates all levels and types of DA permit applications, jurisdictional determination requests, compliance, and/or enforcement cases.
Prepares accurate and detailed documentation, e.g., Environmental Assessments (EAs), Environmental Impact Statements (EISs), etc.
Manages special programmatic initiatives and develops permit procedures (e.g. General Permits).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a valid state drivers license.
Qualifications
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of theDoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Geographer Positions:
A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields.
OR
B. Combination of Education and Experience: Courses equivalent to a major in geogrphy, or a related field that included at lease 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education.
In additional to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Basic Requirement for Biologist Positions:
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agruiculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experince or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Basic Requirement for Phyiscal Scientist Positions:
A. Degree: Bachelor's (or higher degree) in physical science, engineering, or mathematics that include 24 semester hours in physical sciene and/ or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
B. Combination of Education and Experience: Courses equivalent to one of the majors, as showin A above, that included at least 24 semester hours in physical science and/orrelated engineering science, puls appropriate experience or additional education.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience required:
1) Knowledge of a broad range of environmental principles, regulations, policies, procedures, laws,and techniques suffi cient to insure that regulatory work is in compliance with applicable legalstandards and other requirements and that such work is implemented in an environmentallysustainable manner. Regulatory work requires skills suffi cient to identify, interpret, and evaluatecomplex regulatory factors and related natural, cultural and social conditions and to prepare orevaluate the adequacy of environmental documentation or similar analyses, such as thoseconducted under the National Environmental Policy Act, Section 404(b)(1) Guidelines, EndangeredSpecies Act, and National Historic Preservation Act.
2) Professional knowledge of the basic principles of geography, biology and/or physical science andskill suffi cient to identify, interpret, and determine the signifi cance of the interrelationshipsexisting among various natural and human phenomena and the processes of change which resultfrom the impact of planned construction activities. Familiarity with related biological, physical,cultural and social sciences (such as ecology, botany, limnology, soil science, hydrology,chemistry, archaeology, and economics) and knowledge of applicable elements of engineering.The ability to adapt practices from such sciences and engineering where relevant guidance islacking in the environmental specialty area.
3) Knowledge of project management techniques and skill suffi cient to ensure an integrativeapproach toward interpreting and determining signifi cance of relationships, evaluate andrecommend alternatives, conduct studies, determine potential impacts, anticipate and resolveproblems as well as to result in work products which are well reasoned, factually accurate,thorough in analysis and valid with respect to interpretations.
4) Knowledge of vegetation, soils, and hydrology suffi cient to accomplish and verify accuratewetland delineations.
5) Knowledge of and skill in written and oral communication and mediation techniques suffi cient toeffectively describe, explain, infl uence and negotiate concerning environmental issues, problems,and solutions to diverse audiences, including, but not limited to, co-workers, the general public,special and private interest groups, applicants and violators, local, state, and Federal governmentrepresentatives, political appointees and the media.
6) Knowledge and skill to serve as the district's technical representative or government's expert witness during court cases contesting the issuance or denial of a Department of the Army permit.
