This position is part of the Haskell Indian Nations University, Bureau of Indian Education. As a Grants Management Specialist you will be responsible for agreement development, administration and technical oversight. The wide-range and variety of financial assistance actions provided include grants, cooperative agreements, master cooperative agreements with task agreements.

Duties

As a Grants Management Specialist GS-1109-9/11, your typical work assignments may include the following: Ensures that business management systems are compliant with regulatory requirements. Determines any risk mitigation required to protect Federal interest. Prepares award documents for execution and ensures necessary approvals as required by DOI regulations and designates a qualified Grants Officer's Technical Representative (GOTR). Administers grants and agreements by monitoring performance, progress and cost, protecting the Government's rights, enforcing all terms and conditions and ensuring that all actions are properly completed. Provides direction and guidance to the GOTR or technical representative and recipient throughout the life of the agreement. Monitors the objective review process of recipient's technical proposals and advises independent review panels, as necessary.

Qualifications

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. GS-9: 1-year of specialized experience to at least the GS-07 grade level in the Federal service. Examples include: Analyzing and assessing risk determination and identifying appropriate risk mitigations necessary for the successful completion of the grant award. Performing detailed budget analysis on both competitive and noncompetitive agreements to determine the allowability, allocability, and reasonableness under applicable cost principles and their relationship to the objectives of proposed project. Administering, modifying, and terminating financial assistance actions, and performing budget analysis functions from simple to complex. Monitoring the performance of recipients through review of performance reports, financial status reports, and correspondence with both Bureau and recipient program/administrative staff. Developing and posting notices of funding opportunities to applicable systems. -OR- EDUCATION: Have a master's or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. -OR- COMBINATION OF EDUCATION AND EXPERIENCE: Combination of specialized experience as described in A and more than one year of graduate education as described in B when combined together meets 100% of the total requirements for the position. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond one year by 18. Add the two percentages together. The total percentage must equal at least 100% to qualify. NOTE: You must submit a copy of your transcripts and your resume must support the specialized experience. GS-11: 1-year of specialized experience to at least the GS-09 grade level in the Federal service. Examples include: Analyzing and assessing risk determination and identifying appropriate risk mitigations necessary for the successful completion of the grant award. Performing detailed budget analysis on both competitive and noncompetitive agreements to determine the allowability, allocability, and reasonableness under applicable cost principles and their relationship to the objectives of proposed project. Administering, modifying, and terminating financial assistance actions, and performing budget analysis functions from simple to complex. Monitoring the performance of recipients through review of performance reports, financial status reports, and correspondence with both Bureau and recipient program/administrative staff. Developing and posting notices of funding opportunities to applicable systems. Resolving any identified noncompliance that arises in the performance of the financial assistance action and determining an applied remedy for noncompliance in accordance with regulation. Performing and monitoring close-out of agreements including reconciling financial information and processing a funding de-obligation. -OR- EDUCATION: Have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree. COMBINATION OF EDUCATION AND EXPERIENCE: Combination of graduate level education (as defined in B above) and specialized experience (as defined in A above) when combined together meets 100% of the total requirements for the position. When combining education with experience, first determine the applicant's total qualifying education as a percentage of the education required for the grade level; then determine the applicant's experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify an applicant for that grade level. Only experience and education obtained by the closing date of this announcement will be considered. Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year (52 weeks) of service at the next lower grade level.

Education
