Duties and responsibilities are exercised throughout all clinical and patient care areas of VA Puget Sound Health Care System (VAPSHCS), consisting of two division with 274 acute care beds, 131 Long Term Care beds in the Community Living Centers, and 60 Domiciliary beds with five Community Base Outpatient Clinics, one Outreach clinic and a Mobile Medical Unit.

Functions or Scope of Assigned Duties:
Exercises supervisory responsibility over the Sterile Processing Service Line
Observe all procedures pertinent to the operational requirements and responsibilities detailed in VHA, VA and VAPUGHCS Directives and guidelines.
37 FTEE's assigned, including those requiring skills in infection control, sterilization, decontamination, O.R support, medical materials management, training, quality control and assurance, computers and point of use equipment
Performs supervisory, administrative and managerial duties related to sterilization, infection control, safety, quality, training, standardization, equipment management and personal development
Actively participates as a Sterile Processing Representative of the Commodity Standardization Committee and a member of the Environmental/Infection Control Committee. Participates in an advisory capacity and may represent the Service Line Leader (Chief of Sterile Processing) on several committees
Performs specialized supply functions and related activities to carry out agency, region or facility sterile processing operations
Prepares recommendations for procurement of equipment, supplies and instrumentation
Assists in forecasting, planning, developing, submitting and managing an annual budget of currently more than $556,000
Arranges for disposal of surplus or excess supplies in accordance with specific agency directives and procedures.
Assists Chief of Sterile Processing with responding to inquiries from outside regulatory agencies
Justifies the purchase of new equipment and oversees the development of technical data, estimates, statistics, suggestions, and other information in determining which goals and objectives to emphasize
Provides technical and regulatory expertise at a regional level
Provides administrative and technical supervision necessary. Exercises supervisory authorities and responsibilities involving work assignment and review:
Planning work to be accomplished
Assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees
Develops performance standards and evaluating the work performance
Giving advice, counsel, or instruction to employees on both work and administrative matters
Interviewing candidates for positions in the unit; effects appointment, promotion, or reassignments
Sponsoring new and existing Staff into the PIV card system
Submit needed employment related forms
Hearing and resolving complaints from employees, referring group grievance and more serious unresolved complaints to a higher level supervisor
Effecting minor disciplinary measures and actions
Identifying developmental and training needs of employees and either providing for or, arranging for, needed development and training
Creating ways to improve production or increase the quality of work directed
Supervises operations carried out over a minimum of three (3) shifts, 16 hours a day, 7 days a week. Work processes and procedures vary constantly because of the impact of changing technology, creating a requirement for extensive training, direction and guidance of the subordinate staff. The work of this position is regularly made more difficult by the need to make provisions for significant unsafe or hazardous conditions occurring during the performance of the work of the organization.

Qualifications

Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Experience and/or Education:
Experience: Six months of experience that demonstrates the applicant's ability to perform the work or provides an understanding of the work; or
Education: One year above high school that included at least 6 semester hours in health care related courses such as sterile processing, nursing assistant, hospital corpsman, and operating room and surgical technician courses or other courses related to the position; or
Experience/Education Combination: Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
Certification: None
Foreign Education: To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs.
English Language Proficiency: MSTs must be proficient in spoken and written English in accordance with chapter 3, section A, paragraph 3j, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).

GS-09 Supervisory Medical Supply Technician (Sterile Processing) - Assistant Chief
Experience: One year of experience equivalent to the next lower grade level.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate the following KSAs:
Ability to plan and project staffing needs and requirements.
Ability to manage, interact and deal with individuals of varying backgrounds.
Ability to manage, direct and adapt work to accomplish program goals and objectives, and meet new and changing program requirements.
Ability to develop and recommend new or revised policies that are consistent with organizational goals and objectives.
Ability to perform a full range of supervisory duties, including assigning, planning and evaluating work, recommending awards, approving leave, identifying training needs, and resolving staff issues
Ability to evaluate new products and equipment, develop options, and make recommendations.
Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs and administer an allocated budget.
Assignment: The Assistant Chief contributes to the oversight of all supervision, administrative management and direction of the SPS. Oversees all decontamination, sterilization and disposition of facility critical and semi-critical RME. Develops and maintains a system of internal reviews that ensure service programs operate in compliance with regulatory and accrediting organizations. Contributes to the effective utilization of resources, budgetary allocation and fiscal management. Makes selections, assigns personnel and provides direction to subordinate staff. Manages the training, documenting and evaluating of staff. Serves as liaison between SPS and other departments.
Preferred Experience: 5 years supervisory experience, experience in SPS functions, ability to lead a team, experience in COR functions and procurement packages, and certification in CBSPD, HSPA, or VA MST.

The full performance level of this vacancy is GS-9.
Physical Requirements: Work requires moderate lifting (15-44lbs), moderate carrying, pushing, reaching above shoulders, use of fingers, both hands required, walking, standing, repeated bending, both legs required, ability to distinguish basic colors and shades of colors.
