This position serves in the Office of the Director and is located in the Central Ohio VA Healthcare System, operating under the Department of Veterans Affairs, VHA, and VISN 10. The system consists of an independent outpatient ambulatory care center and approximately 4 Community Based Outpatient Clinics located throughout the State. The medical center patient care functions are diverse including behavioral health care, nursing home health care, veterans outreach programs and research.
Duties
Assess people, processes, content and strategies through which information is collected and provide recommendations for information strategy, knowledge management and /or records management for improving quality, transferring knowledge, process improvement, requirements gathering; Works with other offices ensuring flow of information and content for completion of projects, objectives and initiatives.
Conducts computerized literature or correspondence searches in support of executive leadership or senior managers in meeting the information requirements for development, delegation or execution of action plans or initiatives and impact analysis.
Development, implementation, maintenance, tracking, and trending of all action items received in the front office where the SES Medical Center Director is responsible.
Screens correspondence to determine necessary action to be taken, extensive knowledge of the Directors Office missions and functions, goals and objectives, and organizational structure. Keeps abreast of developments in information strategy best practices, and change management communication in support of the execution of complex projects impacting the delivery of patient care. Performs objective internal assessments and studies to analyze variances.
Serves as the front office administrative liaison to VISN and VA Central Office on suspense or related action items. Inquiries and/or requests are handled expeditiously; responses are reviewed for proper content and returned within the expected timeframes to the appropriate program office. Develops options and recommendations for the Director or proceeds independently, based on in-depth knowledge of healthcare processes, information management and knowledge of the views of the Director on a wide variety of issues.
Develops detailed reference information in support of mandatory senior executive core qualifications in accordance with senior executive service qualification guidance.
Collaborates with SharePoint development resources and facility or VISN stakeholders as necessary to meet collection development, data storage, preservation, stewardship and access challenges related to digital content creation and knowledge management for assigned SharePoint site collections.
Monitors trends regarding digital library initiatives such as usage, shares information with other staff, as appropriate, and applies it to planning, program development and continuous improvement. Schedules and manages the occurrences and agenda for the Executive Leadership Board and the Medical Center Directors Staff meeting. Including facilitating attendance and presentation.
Assists Project Managers, Change Managers and functional leads in distributing information, balancing workload, assigning tasks, and integrating internal customer requirements or participation into project or change planning, scoping, development, and design.
Participates in devising strategies or administrative research to effectively, capture, manage, and search resources and references for recurring use in preparing routine documentation or completing tasks.
Maintains materials that reflect present and anticipated needs as digital library. Supports development and usage of collaboration tools on Microsoft Teams, Microsoft SharePoint, Light Electronic Action Framework (LEAF) and other platforms.
Work Schedule: Full time, 0800 to 1630
Telework: Ad-hoc, per service need and subject to supervisory/agency approval.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Process improvement, staff training, office program planning, liaison communication, managing committees and conferences, making recommendations to leadership. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have:
master's or equivalent graduate degree or
2 full years of progressively higher level graduate education leading to such a degree or
LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education.
Preferred Experience: Administrative experience supporting executive leadership.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary. Occasionally, light physical effort may be required, such as that involved with walking, stair climbing, and carrying of light office items. The work is performed in an office setting which require normal safety precautions typical for offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.
