Duties

The United States Space Force (USSF) Space Systems Command (SSC) at Los Angeles Air Force Base is searching for a Chief, Space Sensing Test & Evaluation Branch (NH-0801-04, GS 14/15 Equivalent). Description: The Space Sensing Directorate manages the development, acquisition, and fielding of effective and resilient space sensing capabilities spanning four mission areas: Space Based Missile Warning, Tracking, and Defense; Space Based Environmental Monitoring; Nuclear Detonation Detection; and Tactical Surveillance, Reconnaissance, and Tracking. The Space Sensing Test and Evaluation Branch is responsible for managing the testing and verification of new spacecraft and ground systems. The branch responsibilities encompass building the initial test strategy, advising the Space Sensing program offices on test & evaluation, overseeing testing by the prime contractors, and conducting independent government test. The branch chief functions as the Chief Developmental Tester (CDT) for space sensing programs. The CDT is a key leadership position responsible for coordinating the planning, management, and oversight of all Developmental Test & Evaluation activities; overseeing the T&E activities of other participating government activities; helping the Program Managers make technically informed, objective judgments about contractor and government T&E planning and results; and managing requirements verification activities. As CDT, the Branch Chief chairs the Integrated Test Team for each mission area, working with the Space Sensing program offices and representatives from the Operational Test Agency, Director of Operational Test and Evaluation, and using field command to plan and execute efficient and effective testing. The Branch Chief also manages the independent test activities conducted by the T&E Branch for the Space Sensing programs. The Branch Chief supervises nine government personnel and 14 contractors. Ideal Candidate: Professional experience in acquisition, engineering, and test Practitioner certification in Test & Evaluation Experience in a DoD test organization conducting system-level testing Experience in a DoD acquisition program office Experience in acquisition, operations, or testing of military satellites Qualified as 801 General Engineer (bachelor's degree in engineering or equivalent) Experience as a supervisor Graduate of Test Pilot School or USAF TPS Space Test Course Effective leader who can inspire the branch personnel Ability to train new personnel in test & evaluation Ability to collaborate effectively with external organizations Customer focus Warfighter focus Good communicator (written and oral) Good organizational skills Ability to build and lead teams Key Skills and Abilities: 1. Knowledge of a wide range of advanced multidisciplinary professional engineering concepts, principles, practices, standards, methods, and techniques to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods, and to plan and execute specialized programs of marked difficulty, responsibility, and significance. 2. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD, Air Force, and organizations that govern, interface with, and/or influence systems acquisition, development, and/or sustainment; and knowledge of planning, programming, and budgeting cycles, financial systems, and restrictions on expenditure of funds. 3. Knowledge of and skill in evaluating state-of-the-art and advancements in theory, application, technology, and policy affecting systems being developed, and in planning, organizing, and directing the functions and staff in critical aspects of development, production, and/or support of systems, subsystems, or equipment. 4. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. 5. Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing. 6. Ability to plan, organize, and direct the functions of an organization, and mentor, motivate, and appraise the staff through subordinate supervisors as well as analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.

Requirements

  • U.S. Citizenship Required
  • This position is on-site and eligible for telework, 2-4 days per pay period within commuting distance to the office.
  • A professional engineering degree at the bachelor’s level from an ABET accredited institution is highly desired.
  • Employee must be able to obtain and maintain a Top-Secret clearance.
  • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
  • This position may be designated as an acquisition position covered by the Acquisition Professional Development Program (APDP).
  • The incumbent may be required to acquire and maintain the appropriate certification(s) e.g., Level 3 in an area such as Test and Evaluation; Systems Planning, Research, Development, and Engineering- Systems Engineering.
  • This is a Critical Acquisition Position (CAP). Unless specifically waived by the appropriate Component Official or if the employee is “grandfathered” under 10 USC 1736.
  • Employee must be a member of the Acquisition Corps at the time of appointment.
  • Employee must execute, as a condition of appointment, a written agreement to remain in federal service in this position for at least (3) years.
  • Selectee must meet level 3 certification requirements or be able to meet them within 24 months of assignment (with a waiver).
  • This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning Points every 24 months.
  • This position has been designated for drug testing. Incumbent is subject to random urinalysis testing as a condition of employment.
  • Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
