This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for 9905 to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This is a Drill Rig Operator / Drill Rig Operator Helper position WG-5729-5 (Target 8) with Kansas City Engineering Division, Geotechnical Branch, Geology Section.
Duties
Assist in conducting several types of drilling that will satisfy investigation requirements for geologic and engineering studies.
Anticipate the need/ assembly/disassembly of the necessary drilling tools and sampling devices.
Operate vehicles necessary for the accomplishment of drilling assignment that include on-road and off-road situations.
Assist in using continuous flight and hollow stem augers (HSA's) for standard geotechnical investigations, Hazardous, Toxic, Radioactive Waste (HTRW) investigations for contamination delineation, and instrumentation installation.
Assist in utilizing various drilling techniques (i.e. mud rotary, air rotary, and hollow stem auger) to drill holes for instrumentation installation, sample collection, and/or rock coring through engineered earth embankments and bedrock.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position has a Temporary Duty (TDY) or business travel requirement of 95% of the time.
- This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
- This position requires the incumbent to possess a valid Class A Commercial Driver's License (CDL) within 6 months of employment.
- This position has a requirement to lift up to 60 lbs. in the regular performance of duties
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Minimum Qualifications: (Screen Out Elements)
WG-05 (Drill Rig Operator Helper): You must have the reliability and dependability to do the work of a Drill Rig Operator Helper, WG-5729-05, performing common tasks assisting heavy equipment operators including working outside in a variety of weather conditions. Perform routine maintenance on small equipment. Working under close supervision of a work leader or journey-level employee who observes tasks in progress and upon completion to make sure they are properly performed. Failure to meet this Screen-out Element will result in an ineligible rating.
WG-08 (Drill Rig Operator): You must have the ability to do the work of a Drill Rig Operator, WG-5729-08, performing tasks including assisting with the common drilling techniques on mechanically driven geotechnical drill rigs. Under supervision, have assisted a journeyman worker in using drilling equipment, drilling techniques and procedures to ensure proper site modification prior to drilling, as well as, proper equipment and materials are available for the job. Must have the ability to repair, operate, maintain, and perform routine repairs of drill rig equipment, and work under supervision of a work leader or journey-level employee who reviews work for completion. Failure to meet this Screen-out Element will result in an ineligible rating.
Physical Effort: Work is primarily performed in the field and requires good physical strength and stamina. The work requires standing, walking, or bending most of a work day, frequent and repeated lifting of objects in excess of 60 pounds, use of both hands and feet to operate machinery, good pulmonary function to allow the use of a level C respirator, good balance and coordination, good dexterity for assembling and disassembling drill pipe, and tolerance of heat and cold.
Working Conditions: Work is conducted in the field up to 95% of the time. during these assignments, subjected to conditions that are very hot and cold, wet, dusty, icy, muddy, and windy. Also exposed to biological hazards such as biting insects, snakes, and poison ivy. Significant amount of work at HTRW sites where chemical contaminates are present and personal protective equipment and accessories.
