This position is located in USDA, Office of the Chief Financial Officer, National Finance Center, Human Resources Management Staff (HRMS), Operations and Recruitment Branch (ORB) in New Orleans, LA.
This is a developmental position leading to the full performance level Human Resources (HR) Specialist (Classification/Recruitment and Placement), GS-0201-12.
Duties
Assures all documents are processed in accordance with accuracy and timeliness standards and comply with regulatory guidance.
Makes recommendations based on a variety of information sources, HR requirements, and numerous agency publications.
Ensures accuracy and verifies data input into the HR database.
Attends meetings aimed at resolving procedural problems, implementation of more effective processing techniques or to identify agency specific requirements.

Qualifications
To be eligible, applicants must meet one of the following requirements;
Completed all requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution within the previous two (2) years; or
Individuals who, due to military service obligation, were precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period described above shall have a full 2-year period of eligibility upon release or discharge from active duty. This eligibility period cannot extend more than 6 years from the date on which the requirements for the academic course of study were met.
In addition to meeting the eligibility requirements above, applicants must possess the experience requirements as follows:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including general experience and/or education, as defined below:
GS-05 General Experience: Have at least three (3) years of general experience, one (1) year of which was equivalent to GS-04 or equivalent grade level or pay band in the Federal service or equivalent experience in the private or public sector) performing the following duties: 1) Applies knowledge of Human Resources laws, regulations and procedures to conduct assignments; 2) Ensures accuracy and verifies data input in automated systems; and 3) Provides customer service by responding to customer inquiries.
Note: Experience may have been gained in administrative, professional, technical, investigative, or other responsible work.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Education must have been successfully obtained from an accredited school, college or university. If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards. Education may be substituted for experience: GS-05 : Successfully completed 4-year course of study leading to a bachelor's degree. (Transcripts are required at the time of application)
Combination of Education and Experience may be substituted for experience in the following: GS-05: You may combine education and experience to meet the requirement. It must total at least 100 percent. Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade level, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. (Transcripts are required at the time of application).
