Performs developmental assignments in a variety of clerical, technical and administrative planning priorities/goals duties in support of the Administrative Officer (AO) and other staff at the VISN 21 Clinical Resource Hub (CRH) Tele-Primary Care located at the San Francisco VA Medical Center, San Francisco, CA.

Duties

Duties include, but may not be limited to the following: Responsible for maintaining the Clinical Resource Hub (CRH) calendar and schedules conferences. Attends meetings upon request and prepares minutes for distribution to attendees in a timely manner. Uses word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents and perform a variety of office automation functions (e.g., MS Word, MS Excel, MS Access, Outlook, SharePoint, etc.). Assure that material is proofread for grammatical correctness, and conforms to format, style, and appearance required for documents according to office procedures. Assists in arranging interviews, creating rate and ranking sheets for resumes, certs and interviews and maintains accurate records of all hiring initiatives involving selected candidates. Handles official travel for the Clinical Resource Hub, which includes arrangements for flights and lodging, planning the itinerary, ensuring that time away from the office is properly utilized. Makes reservations and informs sources of the proposed visit, itinerary, and people to be contacted. Prepares vouchers upon completion of such travel. Assists with drafting local credentialing procedures. Receives and reviews correspondence and communications for the credentials function and determines which items require immediate attention and which are confidential in nature. Receives and reviews VetPro reports detecting problem areas requiring further investigation. Upon identification of a problem, researches reference materials, regulations, and standards to identify appropriate action necessary to correct the problem. Issues of a serious nature are elevated for guidance. Ensures the proficiency, competencies, criteria-based function statement and/or scope of practice is complete and included with the Official Personnel Folders for presentation to the Professional Standards Board. Serves as timekeeper for the Clinical Resource Hub. Fully comprehends all the time and attendance requirements and responsibilities for both staff physicians and administrative staff. Ensures that time and attendance requirements (reporting, leave administration, etc.) are adhered to by the staff members in the CRH. Incumbent sets tours of duty and changes tours as needed. Implements physician time and attendance requirements. Uses timekeeping and workload data to analyze usage, provide trends and reasons for overtime usage, any overtime funding balances, and makes projections to determine if addition overtime funds are adequate or insufficient. Conveys such information, make recommendations and conveyed this report to management. Provides general clerical/administrative support coordination work for the CRH. Maintains all regional network Clinical Resource Hub service folders and shared web sites and is responsible for giving access to appropriate personnel. Develops and performs work related to the acquisition and/or development of program information such as policies, SOPs and resource materials/personnel to support the policy development and/or technical activities of the organization to include the development and publication of the program information hand out. As part of quality assurance, review records for completeness. Identifies problems or potential problems. Facilitates process analysis to alleviate problems. Gathers and compiles statistics for necessary reports. Additional duties as assigned. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-07 Qualifications: Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with a variety of software (e.g., Word, Excel, Outlook, PowerPoint, VISTA) Perform work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation Use word processing equipment or other office automation systems to produce letters, memoranda, reports and other textual documents. Perform work involving the collection, compilation, and/or tracking of data and statistical information in support of an organization's program operation. Independently generates and reviews all documents, reports, and/or applications for accuracies, completion, omissions, and inconsistencies and ensures conformance with established formats and grammatical accuracy. Maintains calendar and schedule conferences Facilitate background checks and schedule appointments with the personnel security office. OR, GS-7 LEVEL EDUCATION: Must have successfully completed 1 full year of graduate level education (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position). - OR - completed a 4-year course of study leading to a bachelor's degree and have superior academic achievement (S.A.A). S.A.A. must have been gained in a curriculum that is qualifying for the position to be filled and demonstrates the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position. S.A.A. is based on (a) graduated in the top third of class. Class is defined as the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration. (b) Graduated with a Grade-point average of 2.95 or higher out of a possible 4.0. This grade point average could have been determined based on 4 years of education or based on courses completed during the final 2 years of the curriculum. (c) Graduated with a grade-point average of 3.45 or higher out of a possible 4.0 based on courses required for my major field or courses in the major field completed during the final 2 years of the curriculum. (d) Member of a national scholastic honor society. (TRANSCRIPTS REQUIRED) OR, GS-7 LEVEL COMBINATION: Must possess a combination of graduate education and specialized experience as described above. Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work.
