Duties
Serves as the Defense Logistics Agency (DLA) representative on all contractual matters for the performance-based logistics (PBL) program/project.
Serves as contracting officer with unlimited signatory authority for procurement of major systems and components using a performance-based logistics contracting platform.
Advises program management in the planning for funding requirements for the overall program.
Provides advice and assistance in determining the timing of awards and participates in determining funding obligations requirements as the PBL program/project progresses.
Prepares and conducts all major project contract negotiations, including modifications, which change the contractual requirements of existing PBL contracts.
Requests, analyzes, and evaluates cost and pricing data (both certified and other than certified) and negotiates the contractual arrangement with the contractor.
Leads the PBL project team comprised of various functional experts from throughout the agency, applying knowledge of DLA’s acquisition, material management, technical/quality, and financial management functions.
Responsible for coordinating, planning, and determining the roles that engineering, production, statistical, legal and logistics personnel, including auditors and field representatives serve in the data and negotiations.
Develops business plan, business case analysis, and other evaluations of PBL program projects as required. Ensures proper and timely responses to special interest items.
Consults with supervisory, management and/or administrative DLA officials on matters concerning/affecting the performance of the PBL program contracts.

Qualifications
To qualify for a Contract Specialist your resume and supporting documentation must support:
A. Basic 1102 AT&L Requirement: Public Law 106-398, Section 808: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees AND B.) at least 24 semester hours (or equivalent) of study from an accredited institution of higher education in any of the following disciplines; accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management; OR C.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of A. AND B. above.
B. Contracting Officer Requirement: Must possess at least 2 years of experience in a contracting position.
C. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic AT&L Requirement above, to qualify for the GS-14 grade level, specialized experience must be at the GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
Performing all phases of contract administration specializing in both pre-award and post-award acquisition actions above the simplified acquisition threshold relative to PBL Contracts.
Planning and conducting negotiations on price, technical requirements, terms, and conditions of PBL contracts above the simplified acquisition threshold.
Experience in negotiation techniques to serve as the lead negotiator in developing pre-negotiation strategy, in conducting negotiations for the acquisition of a system, and in directing or performing post award negotiations involving contract changes or modifications.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
