A successful candidate in this position will serve as a Program Manager (Assistant Manager for Safeguards and Security), within the Kansas City Field Office (KCFO), Office of the Manager and reports directly to the Deputy Manager. Performs federal oversight and management responsibilities for all Safeguards and Security (S&S) activities at the Kansas City National Security Campus (KCNSC) in Missouri, New Mexico, and other KCNSC remote sites.

Duties

As a Program Manager (Assistant Manager for Safeguards and Security) you will: Serve as assistant manager for the accomplishment of the Field Office's mission by providing oversight of all security activities at KCNSC. This includes directing and advising and acting on a broad range of security management and organization issues, including prioritizing, coordinating, tasking, and managing identified issues. Evaluate work performance of subordinates, interview candidates for positions, recommend appointment, promotion, or reassignment, plan work to be accomplished, advise/counsel or give instructions to employees on both work and administrative matters, develop performance standards, identify developmental and training needs of employees, hear and resolve complaints from employees, and effect minor disciplinary measures. Plan and coordinate the development, interpretation, and implementation of policies and procedures pertaining to the contractor's missions as related to KCFO programs and evaluate the contractor's performance of its assigned mission responsibilities relating to security activities; establish performance measures and criteria to evaluate M&O contractor performance for various work activities, and report performance for the annual contract deliverables; and direct the preparation of reports and briefings for problem areas assigned to the AMSS. Coordinate and liaison with the NNSA headquarters elements resident at the facility to ensure security needs are met. Provide field level support and expertise to the Chief, Defense Nuclear Security, within the NNSA on S&S strategic initiatives and coordinate the Performance Evaluation Process for formulation and oversight of KCNSC's S&S-related performance objectives and/or incentives.

Qualifications

A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e.,NN/NQ-03, EN-03 pay band or GS-13. Specialized experience for this position is defined as: 1. Performing oversight of security functions. 2. Performing facility security audits, self-assessments or surveys. 3. Developing long-range program plans to meet security program goals. 4. Providing expert support to higher level managers regarding security program.
