This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. Duties

The primary purpose of this position is to: serve as an Air Reserve Technician (ART) that installs, inspects, troubleshoots, tests, repairs, modifies, overhauls, services, and dispatches powered and non-powered aerospace ground support equipment and to to train reservists in the accomplishment of tasks set forth herein. DUTIES: Duty 1 - Inspects, troubleshoots, calibrates, installs, tests, repairs, removes, aligns, modifies, overhauls and performs major maintenance on complex powered and non-powered aerospace ground support systems and integrated sub-systems to include Nuclear Certified Equipment (NCE). Duty 2 - Performs periodic/scheduled, service, special inspections, TCTO's, OTI's and preventive maintenance on complex powered and non-powered aerospace ground support systems and integrated sub-systems to include Nuclear Certified Equipment (NCE). Duty 3 - Installs, maintains, troubleshoots, aligns, calibrates, and performs functional and final testing of integrated electronic systems, components, or subassemblies. Duty 4 - Reviews, verifies and documents equipment/component forms/tags and Maintenance Information Systems (MIS) to reflect maintenance actions performed for on and off equipment to include initiating Nuclear Certified Equipment (NCE) reports, i.e.; DULL SWORD Actions. Duty 5 - Complies with safety standards in accordance with State and Federal Environmental Protection Agency (EPA), AF Environmental Compliance Assessment Management Program (ECAMP) and Occupational Safety Health Administration (OSHA), environmental protection practices and procedures, directives, technical orders (TO) and policies.

Qualifications

QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG-5300 Industrial Equipment Maintenance Family. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed, and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time. The screen out element for this position is: the ability to perform the work of an POWERED SUPPORT SYSTEMS MECHANIC with little to no supervision. JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of principles of electricity (AC/DC), solid state circuitry, and safety rules and regulations pertaining to aerospace ground equipment and the operation of AC/DC generator power systems. Knowledge of the theory and operation of internal combustion diesel, gasoline engines and gas turbine compressors. Knowledge of USAF Technical Order Program and its procedures as well as regulations, procedures, and policies related to maintenance records, documentation, safety and security requirements as outlined in applicable standards, regulations and policy statements. Knowledge of tool, equipment, and materials accounting and security as well as the knowledge of equipment placement around aircraft, radio discipline and flight-line driving procedures. Knowledge of equipment and cargo shipment. Skill in reading, interpreting, and using complex wiring diagrams, schematic drawings, technical orders, technical publications, and similar guides. Skill in using hand and power tools, instruments, test equipment, electrical meters and special tools. Skill in installing, operating, inspecting, troubleshooting, maintaining, repairing, and modifying generators, automatic transfer switches, and uninterruptible power systems; and in maintaining, overhauling, repairing, and reconditioning internal combustion engines, diesel, gasoline and gas turbine compressors. Skill in troubleshooting complex and integrated electronic, hydraulic, HVAC, pneumatic, mechanical systems and subsystems comprising an entire integrated system Ability to apply shop procedures, policies, written and oral instructions, and directives sufficient to provide training to others. Ability to repair jacks, ladders, platforms, trailers, stands and other non-powered equipment. Ability to clean work area and/or job site upon completion of work. OTHER SIGNIFICANT FACTS: This is an Air Reserve Technician (ART) position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA). The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. May be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments. Prepare equipment/cargo for shipment. May be required to instruct lower grade testers in inspection procedures. May be required to work scheduled and unscheduled overtime to meet workload demands. May be required to work off-shifts, i.e. first, second, third shifts in support of 24/7 operations. Must have a valid state driver's license. Performs other duties as assigned. FUNCTIONAL REQUIREMENTS: Required to do straight pulling, pushing, walking, standing crawling, bending, kneeling, crouching, reaching above shoulders and climbing. . Sometimes must work in awkward positions or cramped areas. Heavy lifting (45-79 pounds). Moderate lifting (15-44 pounds). Light lifting (under 15 pounds). Moderate carrying (15-44 pounds). Light carrying (under 15 pounds). Lifting heavier items will require using jacks, hoists, or helpers. ENVIRONMENTAL FACTORS: May work inside or outside. Inside work involves frequent exposure to drafts, changing temperature, and loud noise. Outside work may involve exposure to bad weather, rain or snow, or wet or icy conditions. Both inside and outside, frequently exposed to irritation or discomfort from dust, heat, fumes, and hard damp floors or surfaces. May work on parts and systems which are dirty and greasy and which may be dangerous to operate or repair because of defects. Frequently exposed to the possibility of receiving cuts, burns, bruises, strains, and electrical shock while repairing, positioning, adjusting, and moving equipment, and is exposed to the possibility of receiving burns and skin irritations from acids, fluids, and lubricants. To reduce the dangers and irritations from the above conditions, must follow numerous safety procedures and wear equipment such as protective eye glasses, ear devices, hard hats, safety-toe footwear, respirators, gloves, safety harness, and clothing. Some of these safety items may be uncomfortable to wear or use, and may be worn or used for long periods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
