About the Position: The 841st Transportation Battalion is located in the Coastal Area of North Charleston, South Carolina with metropolitan/urban area with population of approximately 350k. Warm-sunny coastal climate. Position located on Joint Base Charleston.

Duties

Plans, directs, coordinates and supervises traffic management and cargo operations for the import and export of all military cargo transiting the command's Area of Responsibility (AOR). Plans and coordinates movements and handling of cargo entering and leaving throughout the Area of Responsibility (AOR). As Transportation Officer (TO) ensures that quality and timely work is provided by terminal highway and rail contractors and evaluates performance against contractual requirements. Certifies contractor's invoices in the PowerTrack/Syncada Third Party Payment System and certifies the monthly Summary Invoice in an accurate and timely manner, resolving any billing issues before certification. Performs the full range of supervisory duties and responsibilities. Ensures timely performance of work and that quality standards are met. Performs vulnerability assessments and ensures that adequate internal control systems are developed and operative so that government resources are efficiently and effectively managed. Gives advice, counsel, and/or instruction to employees on both work and administrative matters.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret. A background investigation and credit check are required.
  • Position designated as "Key" and shall not be vacated during a national emergency. The incumbent must be exempted from recall to active duty.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • May be required to perform extended workdays/weeks to conform to military schedules. Incumbent is subject to all at all times to meet emergency situations.
  • Work requires travel away from the normal duty station to various CONUS and OCONUS locations.
  • This position has a requirement to lift up to 45lbs. in the regular performance of duties.
  • This is a Term position scheduled to last 13 months. A term position may be extended to a maximum of six years depending upon the needs of management.
  • This is an obligated position to which an employee has statutory return- rights. Upon their return, you may be displaced under reduction in force procedures .
  • A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Specialized Experience: One year of specialized experience which includes 1) Leading traffic management and/or cargo operations; 2) Analyzing transportation programs to advise and make recommendations for improvements; 3) Utilizing multiple automated systems such as the Electronic Transportation Acquisition (ETA) system, the Global Air Transportation and Execution System - Surface (GATES-S), the Integrated Booking System (IBS) and the Global Freight Management (GFM) system to accomplish work; AND 4) Resolving complex transportation related problems utilizing regulations, procedures, policies and automated systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
