This position is located with the Mine Safety and Health Administration (MSHA), in the Directorate of Program Evaluation and Information Resources (PEIR) office. The Management Analysis Officer manages MSHA's program evaluations, data processes, reporting, analytics, Mine Emergency Operations, and serves as the liaison between MSHA and DOL's Office of the Chief Information Officer for MSHA's information technology (IT) program. This position is outside the bargaining unit.

Duties

Directs the planning, development, and execution of all administrative functions including budget, personnel, performance management, property management, procurement, labor-management relations, equal opportunity, employee training and development, and technology. Performs and reviews tracking and evaluation of administrative programs including but not limited to staffing, budget, asset management, space management, mail management, safety, and health, GSA fleet vehicles, training, telework, administrative services, etc. to prepare periodic reports and respond to data calls, as requested. Reviews and evaluates technical and analytical reports, and writes correspondence which includes status reports, briefing papers, position papers, decision documents, performance standards and appraisals, and other administrative documents. Responsible for coordinating budget execution activities, including reviewing and compiling budget estimates and preparing reports as needed by the management or other office budget staff. Coordinates with budget staff regarding the financial status of funds; monitors spending rates and trends; prepares budget projections; and communicates potential problems to the management. Oversees or participates in the budget process, advising managers and supervisors of budgetary concerns, needs, regulations, and appropriate allocation of funds. Prepares and monitors necessary budgetary data for inclusion in the annual operational plan, periodic performance review and analysis reports, and reports or correspondence in response to directives or inquiries from the Agency or DOL Provides sound technical advice/clarification to the contractor and CO regarding the scope and terms of the contract. Coordinates, communicates, and ensures cooperation among the contractor, Contracting Officer (CO), and associated Government personnel, to anticipate and resolve difficulties, and ensuring satisfactory completion of the contract. Based on the Agency's administrative goals and objectives, participates in significant management planning, policy-making, and decision-making activities about program issues. Responsible for the technical and administrative supervision of professional, technical, clerical, and/or administrative work to carry out the mission of the organization. Determines acceptability, rejection, or correction of contractor work. Attends formal and informal management meetings and provides expert advice. Serves as point of contact for organization on administrative program issues, proposing solutions to problems, and providing direction. Plans work to be accomplished by subordinates; makes assignments based on capability and expertise; evaluates the work performance of subordinates; develops performance standards; gives advice or instruction to subordinates on work and administrative matters; and identifies developmental and training needs of employees, providing or arranging for needed development or training. Advises management officials regarding procedures and policies on a variety of HR functions including but not limited to incentive awards, leave programs, recruitments, training and merit promotions, and time and attendance system. Serves as the records liaison and approver for a record transfer request. Coordinates with the Agency record officer to provide guidance and technical assistance to staff on records management issues. Responds to information requests, as needed, from the Agency/DOL records officer.

Qualifications

You must meet the Specialized Experience to qualify for Management Analysis Officer, as described below. To qualify for this position, your application and resume must clearly show that you possess the experience and certification requirements as defined below. When qualifying based on experience, be sure these types of examples are evident in your resume. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. For the GS-14 grade level: Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level GS-13 in the Federal Service. Examples of specialized experience includes: Reviews and edits a variety of administrative and management documents to ensure content accuracy, proper grammar, and spelling. Generates, manipulates data, and prepares complex reports, briefings, procedures, and guidelines. Coordinates efforts pertaining to Freedom of Information Act (FOIA) request responses and/or Congressional and other stakeholder inquiries. Serves as a Contracting Officer Representative (COR). Provides oversight and financial management of an operating program budget of an agency, organization, or department within a large organization.
