This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Regions 3, 4 and 6, Office of the Regional Director in Alton, IL.
Duties
At the full performance level (GS-13) the major duties of this position include but are not limited to the following:
1. Monitors the execution of the OSMRE Interior Regions 3, 4, and 6 budget with many different sources and types of funding such as direct multi-year appropriations, allotments from many different appropriations, transfers of funds from other agencies, or reimbursements for services performed.
2. Exercises budget controls for management and administrative purposes included payment of personnel salaries and expenses.
3. Coordinates the preparation of annual budget estimates for all OSMRE Interior Regions 3, 4, and 6 budget and program work units, reviews, edits and consolidates the annual and multi-year budget estimates into a consolidated budget request.
4. Advises the OSMRE Interior Regions 3, 4, and 6 Director on all aspects of the interpretation and application of OSMRE guidelines for the execution of the budget process.
5. Conducts reviews and verifies accuracy of budget materials submitted by program offices, identifies issues and problems in overall regional programs, and develops recommendations for resolution.
6. Develops a variety of analyses of unit costs for managerial planning and evaluation purposes.
Salary Range Information:
GS-12: $89,054-$115,766 per annum
GS-13: $105,896-$137,669 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.
Financial Disclosure: You will be required to file an Employment and Financial Interest-OGE-450.

- You must be a U.S. citizen
- Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
- Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption

- Suitable for Federal employment, determined by a background investigation
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series/grade to which you are applying.
Specialized Experience (Must be equivalent to the next lower grade level for which you are advertising)
GS-12
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying methods and techniques of quantitative program and budget analysis; 2) utilizing automated budget and/or financial systems to convert financial information for presentations and/or reports; and 3) assisting in drafting/editing procedural instructions and policy guidance for use by agency officials in planning and estimating funding needs.
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) applying methods and techniques of quantitative program and budget analysis; 2) utilizing automated budget and/or financial systems to convert financial information for presentations and reports; 3) drafting procedural instructions and policy guidance for use by agency officials in planning and estimating funding needs; and 4) reporting to management on the status of program funds and trends in attaining program objectives.
