The position is located on Yosemite National Park with the Facilities Management division in El Portal, CA.
Provides facility management for Yosemite NP, with a diversified infrastructure and operational complexity. Provides stewardship of assets/facilities ensuring visitor use, and the protection of natural and cultural resources.

Duties
Duties will be developmental in nature when filled below the full performance (GS-11) level.
Assets and Operations: Maintain asset inventories and condition assessments for the purpose of maintenance costing and project development.
Project Management: Determine and recommend project scope, goals, and objectives.
Financial Management: Prepare an annual work budget plans for maintenance operations.
Project Management: Responsible for the construction process, through project planning, funds request management, and contracting.
Compliance: Initiate actions of compliance for environmental and cultural issues related to project proposals and park operations.
For the GS-09 level, a Contracting Officer's Representative (COR) Level I certificate must be obtained within 1 year of entrance into the position. If you currently possess a COR Level I certificate, please include a copy with your application.
For the GS-11 level, a Contracting Officer's Representative (COR) Level II certificate must be obtained within 1 year of entrance in to the position or grade. If you currently possess a COR Level II certificate, please include a copy with your application.
Qualifications
All qualifications must be met by the closing date of this announcement-08/15/2024-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
SPECIALZED EXPERIENCE:
For the GS-09 level: Applicants must have one year of specialized experience equivalent to at least the GS-07 grade level; OR A Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related; OR An appropriate combination of specialized experience and education (only graduate education in excess of 18 semester hours may be used to qualify applicants for this grade level).The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work with major study in engineering, industrial arts, property management, or business administration.
Examples of specialized experience are: Worked with a Facility Management Software System that includes maintenance and operations; Established project scope, goals, objectives, deliverables, compliance requirements, and alternatives for maintenance projects and works with external professionals for projects outside the incumbent's scope of work; Maintained cost records and prepared annual work budget plans for maintenance operations; Maintained Park facilities in compliance with environmental audit program and takes corrective actions as needed.
For the GS-11 level: Applicants must have one year of specialized experience equivalent to at least to the GS-09 grade level; OR A Ph.D. or equivalent Doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work and with major study in engineering, industrial arts, property management, or business administration.
Examples of specialized experience are: Implemented facility management system for cost effective management of assets; Determined and recommended project scope, goals and objectives, and alternatives for facility modifications when infrastructure capabilities cannot support mission requirements; Prepared annual work budget plans for maintenance operations using the financial management programs; Maintained park facilities in compliance and best management practices of the Environmental Audit Program.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s AND ALL performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s).
Education
To qualify based on education, you must submit a legible copy of transcripts from an
accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
