The primary purpose of this position is to manage the installation's records and information management program. The work involves the creation, dissemination, research, storage and disposition of Federal records.
Duties
Administers the organization's RIM program to align with the agency's business and mission needs. Develops and oversees record
management applying established policies, principles, laws, standards and guidelines for paper records, electronic, magnetic, optical, imaged, and any other format for archiving and maintaining information used by the organization.
Establishes and conducts formal and/or informal training for installation personnel on maintenance of records, file plans, electronic records management, and any other area of records management deemed necessary. Such training may include train-the-trainer instructions, initial orientation, Records Custodial training, FARM training, Workgroup Manager, and Functional systems Administrator training, and specialized training that includes action officers, and individual user training.
Manages the operation of the base records staging area and centralized destruction facility. Receives and stores all installation's inactive records to include unclassified or sensitive records.
Represents Records and Information Management to a variety of installation and/or tenant organizations. Establishes, develops, and maintains effective working relationships across the installation to include tenant organizations.
Prepares detailed plans and performs work measurement, methods and procedures and/or benchmarking for work processes as related to Pubs/Forms and Web Administration (WA) to improve production efficiency. Prepares and presents briefing to management to report Pubs/Forms and WA metrics and identify program requirements.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes the understanding of legislation, DoD regulations and policies governing Records and Information Management. Implements information management guidance on behalf of the Installation Commander and tenant units assigned to an installation. Knowledge and analysis in establishing local processes and procedures to ensure the stakeholders understand the records life cycle and how information is disseminated, transferred, disposed, stored, and/or staged based upon established guidelines.
OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your college transcripts.
OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Therefore, have a combination of experience and education. NOTE: You must submit a copy of transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the Record and Information Management Program, applicable Federal and Public Laws/Executive Orders/DOD Directives/Air Force Instructions, and National Archives and Records Administration guidelines and polices governing life-cycle management of records to include electronic records and information.
2. Knowledge of RIM principles, policies and guidance to operate storage/staging facility and conduct staff assistance visits.
3. Skill to use operating system software, database concepts, and peripheral storage devices associated with management installation RIM program.
4. Ability to communicate effectively, both orally and in writing.
5. Ability to establish, conduct and provide RIM training
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
