The primary purpose of this position is to provide MAJCOM management Support for AETC's propulsion sections in support of the USAF Undergraduate Flying and Technical Training Programs. The branch controls propulsion management 10 excess of 3,000 engines assigned to the command. The function of the office is to provide guidance and assistance to ensure AETC resources.

Duties

Formulates, implements, and directs necessary policies and procedures required for all AETC activities to ensure proper discipline and control of J85 and PT6-68A engine assets assigned to the command. Proposes command positions on engine modifications, time compliance technical order compliance and configuration control through analytical studies, technical order research, and coordination with outside agencies. Proposes long-term maintenance programs for command J85 and PT6-68A engines and equipment. Represents AETC at the Propulsion Support Equipment Advisory Group conferences for support equipment development, acquisition and sustainment. Represents HQ AETC at staff planning and other management conferences. Participates in developing specifications and production milestone charts. Tracks material deficiency, technical order improvement, foreign object damage and mishap reports to identify potential problem areas: Recommends corrective actions to the Section Chief. Coordinates with Air Logistics Centers and engine are you factures to identify supportability needs and support requirements.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions, Equipment Specialist Series, 1670. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes working as a skilled mechanic or maintenance worker, sales or service engineer, or planner or estimator in a technical group dealing with manufacture, utilization, repair, or operation of equipment. Reviewing and applying technical specifications and requirements. Analyzing equipment and forecasting spare parts requirements. Reading and interpreting engineering change orders, equipment requisitions, shop orders, and work orders. Analyzing contract specifications and examining pertinent equipment to determine if specifications are met. Analyzing or supervising maintenance, repair, or production operations to determine methods of improvement. In depth knowledge of and experience working on J85 and PT6-6SA jet engines and associated test and support equipment. Knowledge in managerial and technical aspects of an AETC-type maintenance concept , with emphasis an military, civil service and contractor maintenance environments. Knowledge of how military contracts are competed, awarded and administered. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Extensive technical knowledge of J85, and PT6-68A jet engine operations, repair concepts, modifications and configuration control programs is mandatory. Knowledge of aircraft maintenance programs, organizational structures, flight line and maintenance shop operations consisting of military, civil service and contractor maintenance workforces. Prior experience as a base-level propulsion chief and/or engine manager is very desirable. Knowledge of support equipment, to include jet engine hush houses, test cell facilities, engine stands, and special tools required to perform maintenance both on the jet engines and the support equipment is mandatory. Working knowledge of how military contracts are completed, awarded, and administered. Must be aware of contract liabilities by both the contractor and the government. Most possess a working knowledge of the Contracting Officer Representative (COR) process and how the COR's work in tandem with the contracting officer and MAJCOM to ensure effective administration of propulsion contracts, and ultimately engine production. Skill in oral and written communications to develop, discuss, and define positions at all levels of management. Ability to prepare staff summary sheets, analytical studies, position papers, talking papers, and briefings. Duties require briefings to A4M, A4, other directorates, and various senior executives. Ability to use Microsoft Office suite products such as Word, Excel, and PowerPoint is mandatory. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
