This position is located within a National Forest. Incumbent is responsible for assisting in the development and scheduling of annual work plans and the execution of field operations relating to the unit's Recreation program (developed & dispersed sites, OHV program, Forest Protection, trails, special uses, etc.).

Duties

Assist other resource personnel to develop long-range plans for managing recreation resources within management developed and dispersed recreation sites on the unit. Identifies potential problems arising from changing use patterns and new activities and recommends strategies to deal with them. Assist in the development of plans for recreation area maintenance, rehabilitation, reconstruction, and construction projects in accordance with program management objectives/policies. Participate in the development of the units annual work plans. Assist in the implementation of recreation operation and maintenance plans for developed and dispersed recreation sites. Monitors the scope of the approved operating plans. Is the point of contact with community organizations and interest groups to generate interest in and utilization of forest recreation facilities. Involves the community in program/activities, determines, and recommends possible public involvement. Assists in the development and the accomplishment of the district’s OHV program within the framework of existing planning documents. Patrols OHV use areas to ensure areas are operated, used, and maintained in accordance with the recreation plan/other appropriate planning documents. May prepare for review by supervisor, environmental documents for OHV projects/special use events. Monitors, inspects, and reports on contracted operations for compliance with contract provisions. Jointly prepares, administers, and inspects OHV outfitter guide permits. Operates and maintains, in safe working order, assigned vehicles, motorcycles and ATV and trail maintenance equipment and specialized equipment used. Enforces Title 36 CFR requirements, or comparable and related regulations. Provides training to personnel in preparation for operation of equipment. Participates in the preparation and execution of trails management plans based on approved direction in land management plans. Prepares annual trail operating plans. Implements trail, bridge construction and reconstruction projects. Develops/monitors the logistics required for completion of recreation projects associated with trail maintenance/reconstruction. This includes condition surveys, developing project plans, cost estimates, and making recommendations for improvements. Implementation may involve the oversight and collaboration with small crews in such activities. Participates in the identification and planning for future trail construction, reconstruction, maintenance, and restoration projects. Performs trail log, condition, and prescription surveys. Recommends the location of a variety of facilities and records diverse information about the characteristics of the area. Trains crews in construction/revegetation techniques. Performs with a small project crew in trail maintenance and construction. Serves as a Forest Protection Officer (FPO). Issues notices of field violations when violations of regulations are encountered. Conducts investigations, collects evidence, and prepares case reports on violations. Patrols management unit to collect use data, identify or correct unsafe conditions, answer visitor inquiries, prevent vandalism and other anti-social behavior. Gathers current information recreation opportunities, and prevent theft of Forest resources and their destruction resulting from carelessness with fire. Assist in enforcing Federal Regulations and to protect life and property. Coordinates enforcement activities with local FS law enforcement personnel. May inspect recreation residences documenting findings and making written and/or contact with permittees to make sure permittees are complying with the terms of the permit.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Provide course descriptions as necessary. GS-06: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-5). GS-06: there is no substitution of education for this position. Examples of specialized experience include: Planned and implemented the logistics required for completion of recreation projects, such as trail maintenance and reconstruction projects; performed site maintenance, including cleanup and naturalizing at widely dispersed sites; lead or coordinate a small crew of volunteers to accomplish recreation maintenance and construction projects; patrol forest areas to enforce federal regulations and assist with the enforcement of off-road vehicle restrictions. Worked as a Forest Protection Officer (FPO) or similar; writing incident reports or violation notices as needed; providing input for special recreation permits and on occasion monitoring special recreation events for compliance to permit stipulations; developing restoration projects; and participating in recreation plan development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
