About the Position: This is a permanent position within Headquarters, US Army Corps of Engineers (HQ USACE), Military Programs Directorate, Programs Integration Division located in Washington, DC.
Duties
Serve as senior Program Manager and National Account Manager with responsibility for exercising management and operational control over the assigned programs/projects and initiatives.
Manage and monitor all aspects of complex Military Construction Programs.
Review reports, analyze design and construction program data, conduct line item reviews to make recommendations, identify the source of and a resolution to problems relating to engineering, design and construction.
Provide technical advice to divisions and districts on reporting program execution metrics, and management of projects and programs.
Manage projects and funds, spend plans and issues design and construction directives, submits and allocates military construction funds.
Provide authoritative interpretation of organizational policy for military construction programs, reviews program execution plans, military construction reprogramming actions, and design and construction projects for cost and schedule reasonableness.

Specialized Experience: One year of specialized experience which includes: 1) exercise managerial control over construction programs and projects; 2) developing standard methods and procedures to be used in managing projects and funds; 3) developing and submitting budgets for design and construction funds with signatory authority in the area of budget allocation; 4) providing guidance and review on program execution plans, reprogramming actions, and design and construction directives for reasonableness of cost, conformance with criteria, and compliance with policies and procedures and 5) attending meetings with appropriate agency officials, contractors and representatives to discuss and/or resolve concerns associated with management of planning, design, and construction funding and other potential program/project impacts.This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or above).
