This position is located in the Health Services Section of the Military Personnel Office (MILPO) of the Army National Guard (ARNG). Located on Camp Mabry in Austin, TX. The purpose of the position is to administer the state medical health program on a day-to-day basis. Texas is one of 9 states with NO state income tax

Duties

As a HEALTH SYSTEM SPECIALIST (TITLE 5) with the Texas National Guard, your duties will include, but will not be limited to: Responsible for oversight, administration, and implementation of policies pertaining to state medical affairs, and exercise of programs such as: Line Of Duty (LOD) Investigation Program, Incapacitation Pay Program, Active Duty Medical Extension (ADME) Program, MOS Medical Review Board (MMRB) Program, Medical Disqualification Program, Follow up Health Care Program, Medical Claims Processing Program, Medical Travel and Orders Program, Medical Evaluation Board (MEB), Physical Evaluation Board (PEB), Human Immunodeficiency Virus (HIV) Screening Program, Immunization Program, routine and special physical examinations and waivers, Weight Control Program, and Over-40 Medical Screening Program. Coordinates with the National Guard Bureau (NGB), the Military Medical Support Office (MMSO), Tri-Care, U.S. Total Army Personnel Command (PERSCOM), Regional Medical Command, the Military Treatment Facilities, and the Medical Evaluation Board (MEB), and Physical Evaluation Board (PEB) Liaison Offices located within the state. Serves as the principal advisor to the Chief of the MILPO, as well as to general officer commanders, and personnel on eligibility for health care, sources of health care, medical aspects of physical readiness training and testing, Active-Duty Medical Extensions, and LOD investigations. Collects, analyzes and provides statistical reports to the MILPO Chief and the Commanders of the Major Army Commands (MACOMs) within the state regarding the health services programs. As required, organizes, coordinates, and provides health services briefings and training for the unit readiness workshops, Active Guard Reserves workshops, and the Commanders Course. Manages the funds associated with the health services account and provides an accounting for expenditures as required. Responds to inquiries and various correspondence on health services issues and maintains an action file on all responses. Observes privacy requirements on the release of medical information concerning individual military members. Coordinates, assembles, monitors and ensures the proper conduct of the Incapacitation Pay Review Board and the MOS Military Review Board. As required, is a participant on review boards. Reviews, evaluates, and interprets regulatory guidance, policies, and procedures applicable to the health services programs. Provides guidance to all users through the development of policies, procedures, standard operating procedures (SOPs), electronic tracking systems, and dissemination of information related to the health services programs. Publishes guidance to enhance and simplify completion and submission of health service-related actions. Plans and schedules work in a manner that promotes a smooth flow and even distribution. Coordinates plans and schedules with other organization managers and customers as appropriate. Identifies need for changes in priorities and takes action to implement such changes. Plans work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. Balances workload and provides advice, guidance, and direction on a wide range of policy, investigative, inspection/exercise, strategic planning, and administrative issues. Structures assignments to create effective and economical positions. Coordinates with other organization managers and customers as appropriate. Reviews organization mission, functions, and manning. Identifies requirements and initiates requests for additional resources including personnel, overtime, equipment, supplies, training and space to ensure success in meeting goals and objectives. Provides advice to supervisor on significant issues and problems related to work accomplishment. Establishes metrics and utilizes analysis systems to ensure actions are timely and reviewed at critical points. Accepts, amends, or rejects work presented by subordinates. Performs self-assessments and presents detailed and comprehensive reports with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Assesses and revises policies and procedures as needed to find ways to improve quality, timeliness, and efficiency of work. Performs other duties as assigned.

Qualifications

SPECIALIZED EXPERIENCE: To qualify at the GS-09 grade level, your resume must include relevant experience with beginning and ending dates of employment experience reflecting at least 12 months (1 year) equivalent to at least next lower grade level (GS-7) or equivalent experience in the following: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR Master's or equivalent graduate degree 2 full years of progressively higher-level graduate education leading to such a degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent. OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Qualifying education requirements includes course work in fields closely related to those specified below:

Master's or equivalent graduate degree 2 full years of progressively higher-level graduate education leading to such a degree

An Undergraduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), or related fields such as, Primary Care Management. Other completed degrees in Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, Biomedical Engineering, Clinical Engineering and Health Management/Health Systems Engineering, Operations Research or other closely-related degree fields.

OR

A Graduate Degree in Health Administration, Health Care Administration (or equivalent), Health Care Management, Health Management and Policy, Health Services Administration (or equivalent), Hospital Administration (or equivalent), Accounting, Business Administration, Business Management, Economics, Finance, Marketing, Statistics, Information Systems Management, or other business-related equivalent.
