This position is located within the Pathology & Laboratory Medicine Service (P&LMS) at the Mann-Grandstaff VA Medical Center in Spokane, Washington. The Supervisory Medical Technician responsible for the direct management of Medical Technician (Phlebotomy) personnel and reports to the Pathology and Laboratory Medicine Service Laboratory Manager.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include, but are not limited to the following: Provides direct supervision to employees that perform a wide range of duties in Pathology and Laboratory Medicine Services. Assigning work, adjusting work assignments, training students, employees and healthcare workers, approving leave, counseling employees for performance or conduct issues, initiating disciplinary actions, resolving employee, provider and patient complaints, conducting performance appraisals, conducting interviews, selecting new employees, managing supplies and equipment, updating policies and procedures, and providing other administrative support to the Laboratory Manager as necessary. Develops policies and procedures for Specimen Procurement and Processing. Maintains appropriate levels of supplies for efficient operation of Specimen Procurement and Processing. Assures all employees under his/her supervision are aware of and abides by the hospital and laboratory safety regulations. Responsible for professional and administrative management; identifies employees' continuing education and training needs by communicating training opportunities to subordinates. Maintains effective interdepartmental relations with other services, supervisors, and staff to accomplish the medical center goals. Services as a Medical Technician in the Clinical Laboratory with responsibility for performing all specimen logins, production and distribution of all work lists and specimens, and successful medical technician of all Veteran inpatient outpatients requiring blood work to be done. Performs other related duties as assigned. DESIGNATED DRUG-TESTING POSITION: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received. Work Schedule: Monday - Friday, 7:00am-3:30pm, rotating tours of duty may be deemed necessary by management to provide continuous 7 days per week coverage on established shifts to provide quality patient care. ENGLISH LANGUAGE PROFICIENCY: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position. This position includes a Selective Placement Factor (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective Placement Factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The Selective Placement Factor for this position is: Possess experience performing phlebotomy/blood draws on human patients. -AND- TO QUALIFY FOR THIS POSITION AT THE GS-07 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-6) in Federal Service that has given me the knowledge, skills, and abilities necessary to perform the duties of a Supervisory Medical Technician, GS-7. Specialized experience includes: (a) technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings and/or (b) technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques of a Medical Lab Technician. Experience should include performing supervisory duties such as: assigning work; counseling employees for performance or conduct; managing supplies and equipment; and providing other administrative support. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR- EDUCATION: Have successfully completed one (1) full year of graduate education (18 semester hours) from an accredited institution with course work directly related to the work of this position (i.e. chemistry, biological sciences, hematology, microbiology, serology, etc.) may be substituted for the experience required. Such graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. -OR- COMBINATION: Have a combination of successfully completed graduate level education (beyond 9 semester hours) and specialized experience that may be used to meet total experience requirements. This education must include courses directly related to the work of the position (as described above) and must have been obtained at an accredited college or university. NOTE: If you qualify by a combination, your experience must be detailed in your resume and transcripts are required. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements/Work Environment: The work requires regular physical exertion, such as prolonged standing, bending at the waist, walking and sitting at the computer terminal, and lifting light to moderately heavy load may exceed 25 pounds. Frequent trips to various locations in the laboratory and Medical Center are required to conduct Laboratory business. This position works in two separate environments. One is the patient wards and outpatient clinics where blood specimens are collected. The other is the clinical Laboratory. Both areas contain regular and recurrent exposure to biohazards. Work also includes regular and recurring risks of exposure to chemical and biohazards typically found in a clinical laboratory environment. The medical technician is expected to use personal protective equipment provided by laboratory management, i.e., gloves, aprons, masks, goggles, etc., following established safety and universal precautions.
