This position is located in Everglades National Park, in the Fire and Aviation Division. Open to the first 100 applicants or until whichever comes first. All applications submitted by 11:59 (EST) on the closing day will receive consideration.

Duties

Responsible for program and project management support of the South Florida Natural Resources Center Aviation Program to implement natural resources monitoring and technical projects closely coordinating with the SFNRC Director and SFNRC Branch Chiefs in accomplishing the goals and objectives of assigned projects. This includes budget planning, development, execution, and monitoring of all aviation operations. Determines aircraft needed to accomplish missions and recommends priority on the use of aviation assets. Advises managers and resource program leads on aviation applications in their respective programs. Serves as liaison for the interagency coordination on multi-agency contracts, emergency incidents, mutual aid responses, and other emergency use of tactical aircraft. Serves as the primary delegated Contracting Officers Representative (COR) on Call When Needed (CWN) aircraft and the Exclusive Use contract. Prepares the CWN and Exclusive Use contract specifications. Coordinates aircraft inspections to ensure compliance with contract specifications. Monitors aircraft contractor performance and provides findings to appropriate personnel. Ensures compliance with aviation training including currency in aviation positions for participating units and cooperators. Responsible for helicopter safety and compliance with applicable policies and procedures. Ensures flight crew are trained and qualified to perform missions safely and efficiently. Ensures all flight-following policies and procedures are adhered to. Monitors and tracks flight and/or duty hours of pilots, mechanics, and fuel truck drivers to ensure that contract limitations are not exceeded. Conducts preflight and post-flight briefings with pilots and flight crew. Ensures that turbine engine power checks are completed, and the results documented. Reviews aircraft logbook entries to assure that appropriate aircraft maintenance is documented.

Qualifications

All qualifications must be met by the closing date of this announcement08/16/2024 unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount qualified specialized experience. Selective Factors: The applicant must have possessed all the following National Wildfire Coordinating Group (NWCG) incident management qualifications and training requirements to be considered eligible for this position: Resource or Fire Helicopter Manager - trainee (CURRENCY REQUIRED) - AND - For GS-2101 positions: Specialized Experience: One year of specialized experience equivalent to at least the GS-07 level in the Federal service. Examples of qualifying specialized for this position is experience that equipped the applicant with the particular knowledge, skills, and abilities needed to successfully perform the duties of this position. Examples of specialized experience include Experience may include Fire or Resource Management and experience as a fixed-rotor or Unmanned Aviation Systems of at least one year. -OR- Education: master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related -OR- Combination of education and experience that is directly related to the work of this position as stated above. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
