This position is located in the Cooperative Services Branch, Business Development Division, Rural Business-Cooperative Service (RBCS).
This position is neither remote nor virtual. The employee will be expected to report in person to the assigned duty location.
Duties
Responsible for delivering grants, loans, specialty lending, and cooperative services programs
Works with higher graded specialists to provide guidance about cooperatives, and in the interpretation and implementation of operating policies and procedures in the area of business loan and grant servicing to State offices.
Conducts preliminary reviews of less complex financial statements to assure compliance with loan and grant agreements; works with cooperatives, cooperative developers, and stakeholders.
Coordination with higher graded specialists, conducts limited studies, analyzes findings, and makes recommendations on the business loan/grant and financial analysis, and cooperative development activities and needs, for the organization.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
For the GS-9 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Knowledge of and skill in applying laws, practices, policies and regulations to loan/grant and other rural development programs. Knowledge of financial and operational analysis of cooperative and rural businesses, business feasibility, and cooperative development procedures and practices. Experience working with rural and cooperative stakeholders.
or Master's or equivalent graduate degree
or 2 full years of progressively higher level graduate education leading to such a degree
or LL.B. or J.D., if related
For the GS-11 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level; or its non-Federal equivalent that demonstrates: Knowledge of and skill in applying laws, practices, policies and regulations to loan/grant and other rural development programs. Knowledge of financial and operational analysis of cooperative and rural businesses, business feasibility, and cooperative development procedures and practices. OR Ph.D. or equivalent doctoral degree
OR 3 full years of progressively higher level graduate education leading to such a degree
OR LL.M., if related
OR a combination of education as described and specialized experience.
