You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of SUPERVISOR OF SHIPBUILDING GROTON.
Salary Range by Grade Level:
GS-09 - $67,563 to $87,831
GS-07 - $55,236 to $71,808
Duties
You will assist in the formulation of budget and estimates to support plans, programs, and activities.
You will research guides to locate accounting, budgetary and financial information and prepare summaries for use by managers.
You will review and evaluate budget requests.
You will interpret budgetary policies and practices.
You will assist program managers and staff officials in interpreting the impact of and planning for financial/budgetary and program changes.
You will provide advice of effective and efficient methods for the acquisition and use of funds to support the organization's programs and activities.
You will manage SUPSHIP Groton's Travel Program.
You will process travel orders and claims within the Defense Travel System , and track funds availability within the Navy Enterprise Resource Planning (ERP) system.
You will serve as the SUPSHIP Groton Customer Service Representative (CSR) for payroll.
You will be responsible for the proper completion of biweekly payroll within ERP, updating records in the Defense Civilian Pay System (DCPS).
You will act as a liaison with the Defense Finance Service for employee payroll issues.

- This is a bargaining unit position.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
For the GS-09 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the Federal service or equivalent experience in the private or public sector analyzing Enterprise Resource Planning (ERP) data to ensure compliance with financial policies and procedures.
For the GS-07 Grade Level:
Your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-05) or pay band in the Federal service or equivalent experience in the private or public sector utilizing an Enterprise Resource Planning (ERP) system to generate or compile financial information.

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
For the GS-09 Grade Level:
- successful completion of a master's or equivalent graduate degree; -OR-
- successful completion of two full years of progressively higher level graduate education leading to a master's degree; -OR-
- obtained an LL.B. or J.D. that is related to the position being filled; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
For the GS-07 Grade Level:
- successful completion one full year of graduate level education; -OR-
- successful completion of a bachelor's degree with superior academic achievement; -OR-
- a combination of experience and graduate education as described above that equates to one year of experience.
