About the Position: This position is located in the Department of the Army, United States Army Inspector General Agency, Human Resource Division.

Duties

Identify developmental and training needs of employees, provides and/or arranges for needed developmental assignments and training. Create a work environment that encourages the continuing growth and development of the staff. Develop programs and processes to promote transparency in all aspects of human resources. Interview candidates for subordinate positions; recommends hiring, promotion, or reassignment. Demonstrate fairness in making selections. Develop comprehensive military and civilian personnel management programs for the (Department of the Army Inspector General) DAIG and Army (Inspector General) IG structure and system. Participate in all personnel and succession planning with (Department of the Army Inspector General) DAIG Senior leaders to ensure that all decisions fully relate to military and civilian personnel management goals. Manage all aspects of civilian personnel management (time and attendance, telework, hiring processes, evaluations, non-rating based civilian awards, position descriptions, etc.) Sustain manning to the highest levels allowed by HQDA/(Office of the Administrative Assistant) OAA policy and (Office of the Inspector General) OTIG guidance).

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret security clearance.
  • One year trial/probationary period may be required.
  • Moderate to heavy lifting up to 10 pounds is required.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Personnel and Human ResourcesStaffing and RecruitingWorkforce Development Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
