This position is located with the Bureau of Indian Affairs, Navajo Region in Crownpoint, New Mexico. The incumbent contributes to this mission serving as Program Support Assistant to the Superintendent of Eastern Navajo Agency. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Maintains a substantial log of all correspondences, public engagement, and other interactions for Agency. Serves as initial contact with public and must consistently engage professional protocol with the public through telephone, email, and personal encounter. Responsible for financial entering and retrieving of data to and from the automated data processing system or financial management system in relation to budget and finance such as obligations for travel, purchases, and invoices. Works closely with administrative staff on administrative data calls, requirements, and training. Prepares agenda and documents for Superintendent’s meetings for work sessions.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Positions, GS-0303). GS-5: 1 year of specialized experience equivalent to at least the GS-4 grade level in the Federal service which involved work that is routine in nature such as, providing program and administrative support; operating office automation equipment in the preparation of a variety of reports, letters, memorandums, transmittals, etc., receiving visitors and ascertaining the nature of their business; furnishing statistical, general, or specific information; ordering supplies and equipment as needed for administrative offices; reviewing timesheets to ensure accuracy and compliance with policies and regulations; OR Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 4 years above high school: Four years of successfully completed education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite is creditable for this position. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. TRANSCRIPTS REQUIRED. OR Combination of education and specialized experience described above, which meets 100% of the qualification requirements. Only education beyond the second year is creditable toward meeting the specialized experience requirement at the GS-5 grade level. TRANSCRIPTS REQUIRED. GS-6: 1 year of specialized experience equivalent to at least the GS-5 grade level in the Federal service which involved using independent judgment, as well as work requiring extensive knowledge and application of regulatory requirements, such as providing program and administrative support; operating office automation equipment in the preparation of a variety of reports, letters, memorandums, transmittals, etc.; receiving visitors and ascertaining the nature of their business; furnishing statistical, general, or specific information; ordering supplies and equipment as needed for administrative offices; reviewing time sheets to ensure accuracy and compliance with policies and regulations; processing obligation documents (travel, purchase orders, amendments, etc ); reviewing journal vouchers for fund payments ensuring funds are paid to the proper owners in the correct amounts. GS-7: 1 year of specialized experience at the GS-06 grade level in the Federal service which involved program planning, program support and follow through to completion a variety of administrative and/or program support responsibilities necessary for management and control of programs and activities. This includes, but is not limited to: prepared requisitions; maintained automated system of program-specific data; scheduled day-to-day office plans and staff schedules; assisted in correspondence control; gathered financial data for review and comparison; made travel arrangements and prepared travel authorizations and vouchers; maintained time and attendance reports; and finalized documents using software applications as electronic mail, spreadsheet, database and graphics. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.

One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must send a Certificate of Foreign Equivalency with your transcript in order to receive credit for that education which shows the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
