This position is for a certified pharmacy technician above the full performance level at the James A. Haley VA Hospital (JAHVA) and Clinics. The incumbent at this grade level is nationally certified by PTCB or ExCPT and can work autonomously, using independent judgement to perform a full range of duties. The incumbent above the full performance level can mentor and train lower grade technicians in the practice setting.

The incumbent in this position must be a Certified Pharmacy Technician. The Pharmacy Technician (Automation) position functions as the automation specialist in all the patient care areas of pharmacy service with primary focus in the outpatient pharmacy service. This position is performed above the full performance level. Pharmacy technician is assigned to the automation specialized area as the subject matter expert. The incumbent must have expert understanding of the complexity of the Automation equipment used or provided by the Pharmacy service. The incumbent in this position is trusted to manage, distribute, and account for the controlled substances inventory accurately and with minimal supervision. The incumbent has work leadership responsibility for the daily maintenance and oversight of all outpatient pharmacy automated dispensing equipment in the pharmacy and the automated pharmaceutical dispensing equipment at the local facility level. As required and assigned, the incumbent is expected to fully accomplish all duties normally performed by general pharmacy technicians (GS-7 and lower) related to stocking, delivering, inventory, inspections, assembling ward orders, prescription assembly, controlled substances distribution, sterile compounding (including hazardous drugs), unit-dose drug packaging, dispensing, distribution, and any other function related to pharmaceutical practices. The incumbent performs all duties under the supervision of a pharmacist and is expected to acquire and maintain a high degree of accurate productivity and performance. The incumbent will consistently demonstrate independent technical judgement and comprehensive and thorough working knowledge of associated VA policies and procedures. This position may require occasional travel between all campuses. This position requires incumbent to operate a government owned vehicle for the needs to the Pharmacy Service. The incumbent works under the supervision of the Pharmacy Supervisor and Chief, Pharmacy Service. This position performs any duties or special projects deemed necessary by the Chief of Pharmacy, for proper operation of the Pharmacy Service. Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience. Candidates must possess one year of experience equivalent to the next lower grade level Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either PTCB as a CPhT. OR(b)NHA as a ExCPT. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grandfather Provision. A Pharmacy Technician employed in VHA on the effective date of the qualification standard (11/7/2023) are considered to have met all qualification requirements for the title, series and grade held, including positive education and certification that are part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: Employees may be reassigned, promoted up to and including the full performance (journey) level or changed to lower grade within the occupation but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions. Employees in an occupation that requires a licensure/certification/ registration only at higher grade levels must meet the licensure/ certification/registration requirement before they can be promoted to those higher grade levels. Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed on a temporary or permanent basis until they fully meet the basic requirements of the standard. Employees who are converted to title 38 hybrid status under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of re-entry to the occupation. Employees initially grandfathered into this occupation who subsequently obtain additional education and/or licensure/certification/registration that meet all the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. Grade Determinations: Experience. Candidates must possess one year of experience equivalent to the next lower grade level and demonstrate the KSAs below. Certification. For positions above the full performance level, the employee must pass a national certification exam and hold an active national certification through either: PTCB as a CPhT. OR NHA as a ExCPT. Knowledge, Skills and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate the following KSAs for all GS-08 assignments and meet any additional KSAs for the assignment, if indicated: Comprehensive knowledge of concepts, principles, methodology and policies in a specialized area or section of pharmacy (such as sterile compounding, controlled substances, automation, clinical pharmacy, contact center, etc.) Note: See Specialized Area.in the Definitions Section. Skill in training and orienting new and existing pharmacy facility employees and students on proper policies and procedures. Ability to evaluate, analyze and coordinate workflow and work activities within a specialized area or section of the pharmacy. Additionally, the applicants must show the knowledge, Skills and Abilities: Basic knowledge of pharmacy procurement, distribution and storage requirements to maintain a safe working environment. This includes not limited to Occupational Safety and Health Administration (OSHA), Food and Drug Administration (FDA), United States Pharmacopeia (USP) and DEA requirements and regulations. Ability to assist in determining and modifying as necessary: ordering intervals, inventory levels and cost-effective ordering quantities from required sources based on current financial conditions in pharmacy, seasonal variations in drug usage, changing patterns in medical practice, delivery time requirements and urgency of medical need. This position is above the full performance level (GS-06) Physical Requirements: The incumbent must be physically and mentally able to efficiently perform the duties of this position. The work requires regular and recurring physical exertion, involving standing or sitting for prolonged periods of time, typing, walking distances within the medical center, lifting/carrying (up to 50 pounds) of supplies, bending/stooping, pushing/pulling/stretching, and driving government vehicles.
