Duties

WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION? A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resources Operations Human Resources Shared Services The following are the duties of this position at the full working level. Coordinates with all management levels outlining required documentation. Reviews source documents and is responsible for background materials, ensuring accuracy, completeness, and compliance. Ensures cases are correctly processed and automated systems are updated. Coordinates with NFC, Treasury and/or Headquarters National Office on resolution of systemic problems. Responds to employees, managers, and third parties (Congressional inquiries, financial institutions, and court requests) for background occurrences and computations Researches reference materials and guides to prepare back pay cases and determine amounts due. Coordinates all aspects of back pay issues to include SF-52 processing, time and attendance submission, and benefits documents. Serves as Debt Collection Act Coordinator, verifying accuracy and validity of bills. Provides employees with explanation of due process rights under the Debt Collection Act, arranges repayment agreements, and is the point of contact for current and former employees responding to validity disputes on debts. Gathers background data and analyzes retirement code corrections and calculates changes between retirement systems. Identifies systemic trends, analyzes data, recommends corrective action(s) to reduce or prevent future occurrences. Performs or assists in operational reviews, program evaluations, and special studies. Prepares statements, memoranda, recommendations, and prepares a variety of reports on status of pay related issues. This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must meet the following requirements by the closing date of this announcement: GS-7 QUALIFICATIONS: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying basic human resources concepts and practices; experience using knowledge of research, fact-finding, and evaluative techniques in order to perform research of customer requests; experience using personnel/payroll automation to accomplish workload, research, and data retrieval. Examples of qualifying work experience include: Working with a specialist for payroll human resources functions or equivalent organizations, analyzing personnel problems and ensuring accuracy of personnel employee payroll information, and oral and written communication. OR You may qualify based on education as follows: At least one (1) academic year of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR Superior Academic Achievement may be met by having a bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. Note: Grade point averages should be rounded to one decimal point. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9. If more than 10 percent of your undergraduate course work (credit hours) was taken on a pass/fail or similar basis, your claim must be based on class standing or membership in an Honor Society. OR you may qualify with at least one (1) year of combined education and experience as defined above. GS-9 QUALIFICATIONS: You must have at least one (1) year of specialized experience equivalent to the next lower level in the normal line of progression in the Federal service. Specialized experience includes: Experience applying human resources personnel payroll concepts and practices; experience using knowledge of research, fact-finding, and evaluative techniques in order to perform research and analyze results; experience using personnel/payroll automation for research, data retrieval, verifying accuracy of personnel and/or payroll information, and to accomplish workload. Examples of qualifying work experience include: Working with a specialist for payroll human resource functions or equivalent organizations, analyzing personnel problems, implementing changes in human resources requirements, and ensuring accuracy of personnel employee payroll information. OR you may qualify based on education as follows: A master's or equivalent graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR two (2) full years of progressively higher-level graduate education leading to a graduate degree in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR LL.B or J.D. in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of this position such as: human resources, public administration, organizational psychology, or other administrative and management fields. OR you may qualify with at least one (1) year of combined education and experience as defined above. AND MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks. AND TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. Education

A copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience.
