This position is located at the WJB Dorn VA Medical Center in Columbia, South Carolina. the incumbent works within the Medicine Service, a large, complex, and very active clinical service. The incumbent reports to the Administrative Officer of Medicine Service. The incumbent will have responsibility for the development, organization, management, and application of information systems for the clinical and administrative activities of the Medicine Service.
Duties
Duties include, but may not be limited to the following:
The incumbent will employ informatics for the development and management of data systems assisting managers in the understanding of complex VA care system and creating the basis for data-driven decision-making for performance management.
Identifies discrete steps for simple transaction processes or routine business practices that might be opportunities for applying standard quality improvement techniques.
The incumbent will integrate individual provider data into meaningful group or sub-set information analyses such as, but not limited to, hospital admissions patterns, length of stay, bed days or care and pharmacy and medication use practices and patterns.
The incumbent will understand the clinical programs; clinical practice modes, medical center and VA operational systems, and resource utilization and/or cost accounting systems in order to create, and manage information streams incorporating aggregate cost analysis against current operational models or options.
The incumbent will also develop workload descriptive assessments with trend data or forecasting information to analyze workload and resource levels to meet current and future demand.
Conducts extensive research and compilation of data from diverse sources.
Extracts and assembles information, conducts analysis and develops reports or presentations.
Identifies and determines training priorities, conducts and administers training programs, develops and improves training guidance.
May conduct classroom or other group-setting instruction.
Performs other duties as assigned.
Work Schedule: Monday-Friday 8AM-4:30PM
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
You may qualify based on your experience and/or education as described below:
To qualify for the GS-11 grade level:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience includes: analyzing data generated from a variety of sources (e.g. ProClarity, data warehouse, VistA, dSs) to identify and report issues by provider, program, clinic, and service. Aggregating data sets using appropriate statistical analyses of current clinical operations and clinical practice patterns. Developing the data information systems designed to analyze the objectives/goals defined in the annual performance plan for the Medical Service. Designs studies, training programs and organizational strategies for identifying opportunities to improve customer service and process quality.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree Or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at GS-11.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
