As a Procurement Analyst, you will plan, direct, and promote small business and industry participation in the Federal Government’s procurement.Location of position: Washington, DC.
Office of Small and Disadvantaged Business Utilization (OSDBU) has nationwide responsibility for GSA's small business programs and is the chief advocate forsmall businesses within GSA.
We are currently filling one vacancy, but additional vacancies may be filled as needed.
Duties
The incumbent plans, conducts, promotes, and participates in outreach, and inreach events sponsored by GSA, Congressional or gubernatorial offices, other Federal agencies, states, cities, counties, professional and trade organizations, resource partners, and chambers of commerce to promote and advance the small business programs.
Serves as a member of the acquisition workforce team in all applicable pre-solicitation and post-award activities.
Serves as expert level advisor to GSA contracting officer's, prime contractors, and subcontractors to ensure compliance with subcontracting plans and procedures.
Develops and provides training on how to do business with the Federal Government, how to market small business to the Federal Government, how to use the Forecast of Opportunities tool.
The incumbent clarifies and expands on GSA's and OSDBU's performance targets and goals. Discusses strategies to help meet agency-wide goals or take action to ensure goal achievement.
Provides weekly reports and activity updates to management. Provides input and recommendations to supervisor concerning project operations, significant trends, recurring problemsand similar management concerns.

The GS-13 salary range starts at $117,962.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
You must meet the requirements in 1, 2, or 3 below:
1. All of a, b, and c below:(a) Completion of Training/Certification: FAC-C (Professional) or DoD Contracting Professional Certification. (b) At least 4years of experience in contracting or related positions including 1 year of specialized experience at or equivalent to work at the level described below; and (c) Completion of a 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
2. Exception: If you were in a GS-1102 position on January 1, 2000, you will be exempt from meeting the educational requirements for the grade level of that position. However, to be promoted you will have to meet Option 1 or 3.
3. Waiver: GSA's senior procurement executive has the discretion to waive any or all of the requirements in 1 above. Note: Candidates that are missing either the 24 hours of business credit and/or the mandatory training certification, but are determined to be otherwise eligible, can be placed on a waiver certification by the HR staffing specialist.
Specialized experience is one year of experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience performing complex (high-risk and restricted/limited market competitions) contracting assignments using the full range of pre-award and post-award contracting methods, contract vehicles and types. Experience must include the following:
Preparing solicitation, award and post-award documents;
Performing detailed analysis of all elements of costs in contractor proposals, and making competitive range determinations;
Developing pre-negotiation positions, determining negotiation strategies, and leading negotiations in coordination with thenegotiating team;
Conducting market research and preparing justifications and/or determinations and findings;
Preparing initial agency position on protests and recommending a decision on claims arising under a contract;
Responding to and resolving acquisition questions/issues that requires analysis and research to providerecommendations/responses; and/or
Analyzing complex contracting issues and identifying alternative courses of resolution actions
