This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
The selected Marriage and Family Therapist will be the ICMHRS (MHICM/E-Range/PRRC) Program Manager and will report directly to the Assistant Chief off MH&BSS or designee. The selected will have responsibility for the oversight, planning, development, as well as compliance, with VHA Directives, Handbooks, Medical Center Policies (MCP) and Standard Operating Procedures (SOP) as it pertains to the ICMHRS program. The ICMHRS program manager's duties includes providing clinical and programmatic supervision for the ICMHRS program. The goal of the program is to provide intensive clinical case management services to Veterans who have chronic, severe, and persistent psychiatric illnesses, who need high numbers of inpatient mental health services, and may be homeless or at risk for homelessness. Some of the duties include, but are not limited to;
Functions as a program supervisor and a member of the interdisciplinary treatment teams with regards to all aspects of the clinical program, bringing a supervisory perspective to the team.
Implements and maintains referral and screening procedures for potential Veteran participants in accordance with national and local policy and the needs of the medical center, MH&BS Service, and residential programs.
Has interactions with stakeholders within the organization and external stakeholders, engages in networking, benchmarking and comparison of data is accomplished with other organizations.
May liaison with Vet Centers and has frequent contacts with Congressional representatives and representatives of external regulatory bodies.
Effectively provides case management services while utilizing professional skill, objectivity, insight, advanced clinical training, and experience to interpret data and to identify viable treatment options and recognize and address potential high-risk factors, acuity, and needs for services.
Perform recovery oriented, patient-focused clinical care in the Mental Health Clinic (MHC), to ensure safe and timely patient flow.
Ensures clinic grids are built to ensure the scheduling of appointments are completed in a timely manner to meet the needs of the Veterans and the service.
Manage the work flow of all providers in the MHC.
Will interpret, implement, and respond to directives forwarded to the MH&BS's MHC from various levels of VHA to include VISN and Central Office.
Must have the customer service, leadership, and clinical and administrative skills necessary to assure that a high standard of care is available to every patient.
Must have knowledge of psychiatric special emphasis programs, including but not limited to Post Traumatic Stress Program, Substance Abuse Program, Acute Inpatient Care, Seriously Mentally Ill Programs MHICM/ERANGE/PRRC, Domiciliary services, Veteran's Resource Center, and Readjustment Counseling Services.
Full understanding of emergency psychiatric triage service and experience with the development and implementation of emergency services.
Other duties as assigned.
Work Schedule: The primary tour of duty will be M-F 7:30am to 4pm. However, the selectee may also be required to work various shifts on a permanent or temporary basis, based on the needs of the service and patient care.

Qualifications
To qualify for this position, applicant must meet all requirements by the closing date of this announcement, 08/08/2024.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Candidates must meet one of the following: (1) Hold a master's degree or doctoral degree in marriage and family therapy from a program approved by COAMFTE,
(2) Hold a master's degree or doctoral degree in marriage and family therapy from a MFT program from a regionally accredited institution, OR, (3) Hold a master's degree or doctoral degree in a comparable mental health degree (Licensed Professional Mental Health Counselor, Social Work, Psychiatric Nursing, Psychology, and Psychiatry) that meets the current VA qualification standard of that profession.
Licensure: Persons hired or reassigned to MFT positions in the GS-0182 series in VHA must hold a full, current, and unrestricted MFT license to independently practice marriage and family therapy in a State. NOTE: Loss of Licensure - Once licensed, MFTs must maintain a full, current and unrestricted license to remain qualified for employment. Loss of licensure will result in removal from the GS-0182 MFT series and may result in termination of employment.
English Language Proficiency: MFTs must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, Chapter 3, Section A, paragraph 3j.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). All persons employed in VHA as a MFT on the effective date of this qualification standard are considered to have met all qualification requirements for the grade held, including positive education that is part of the basic requirements of the occupation. For employees who do not meet all the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
Such employees may be reassigned, promoted up to and including the full performance (Journey) level, demoted, but may not be promoted beyond the journeyman level or placed in supervisory or managerial positions.
MFTs who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
Employees who are retained as a MFT under this provision and subsequently leave the occupation lose protected status and must meet the full VA qualification standard requirements in effect at the time of reentry as a MFT.
Grade Determinations: Marriage and Family Therapist (Program Manager), GS-13
Experience, Education, and Licensure: In addition to the basic requirements, completion of one year of progressively responsible assignments and experience equivalent to that equivalent to the GS-12 grade level which demonstrates knowledge, skills, and abilities that are directly related to the specific assignment. MFT Program Manager must have graduated from a COAMFTE approved program OR have passed the AMFTRB examination. MFT Program Manager must have five years of post- licensed clinical experience in family systems theory/therapy and must demonstrate possession of advanced practice skills and judgment, demonstrating progressive professional competency and expertise. MFT Program Manager must have an MMFT Approved Supervisor credential.

Physical Requirements: The work is primarily sedentary. Light lifting (under 15 pounds), Walking (up to 2 hours), Hearing (aid permitted), emotional/mental stability.
