This position is located in the Defense Innovation Unit and serves as the subject matter expert for strategic communication strategies and engagement plans for the organization within the federal government and DoD, and with external stakeholders. The Defense Innovation Unit (DIU) is focused exclusively on accelerating the adoption of commercial technology to transform military capability and capacity, while growing the national security innovation base.

Duties

Incumbent typical work assignments may include the following: Serves as the Director for Strategic Communications, responsible for planning, directing, and coordinating DIU's strategic communications. Advises senior leaders and staff on strategic communications, ensuring clear and comprehensible information dissemination about DIU programs and activities. Plans and executes strategic external engagements, identifying opportunities for DIU to engage key stakeholders through speaking engagements, conferences, and exhibitions. Oversees the use of DIU's branding across all products and platforms, manages trademark registrations, and administers DIU's online communication platforms and social media. Develops and implements communication plans to foster understanding and commitment to DIU's goals. Develops engagement procedures to maximize opportunities and outcomes, oversees the creation of preparation materials, and leads briefings for DIU leaders on engagements with the Department of Defense (DoD), Congress, and industry. Analyzes inquiries, researches information sources, and creates logical presentations to resolve issues. Assigns tasks, facilitates collaboration among a dispersed team, and oversees the progress of strategic communication activities.

  • The salary range for Pentagon, Arlington, VA is 139,395 - $191,900. The salary range for Mountain View, CA is $152,105 - $191,900. The salary will be based on the location for which selected.

Experience applying diverse communication and management philosophies, theories, and implementation strategies to convey factual information into appropriate themes and messages. Experience utilizing an advanced understanding of the political nuances of communications within the industry to provide guidance to senior leadership and ensure compliance with Federal Acquisition Regulation (FAR) regulations and guidelines while upholding credibility. Experience researching and simplifying complex policy, program, and organizational information into clear and strategic communications for senior leadership decision-making, including legislation, resources, and funding profiles. Expertise in administrative program operations, support functions, regulations, and precedents to handle media inquiries, assess potential controversial issues, and develop communication strategies to maintain public support. Experience utilizing knowledge of project management to effectively and efficiently handle multiple complex projects simultaneously. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ACTIVE DUTY SERVICE MEMBERS: The VOW Act Chapter 21 of Title 5, United States Code (U.S.C.), Section 2108a, requires Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, at the time they apply for a Federal job, a "certification" of active service in lieu of a DD-214, assuming the service member is otherwise eligible. A "certification" letter should be on letterhead of the appropriate military branch of the service and contain (1) the military service dates including the expected discharge or release date; and (2) the character of service. The service member's military service dates are necessary in order to determine whether he or she meets the definition of "veteran" under 5 U.S.C. 2108(1). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
