This position serves as the Program Support Assistant for the HUD-VASH Program, located in the Domiciliary Service, VA Palo Alto Health Care System (VAPAHCS). The HUD VASH Program is a key component in VA;s continuum of homeless services, representing VA's only means of providing permanent housing to homeless Veterans and serving a critical role in VA's Plan to End Veteran Homelessness.
Duties
In the role of Program Support Assistant, the incumbent is responsible for supporting the Housing Development Coordinator to maintain an effective and secure means of collecting data related to housing outcomes in HUD-VASH, ongoing data monitoring and reporting to the VISN, VACO and the Northeast Program Evaluation Center (NEPEC) and support to the HUD V ASH Central Valley region team with a variety of clerical and administrative functions in support of the program staff and patients.
Major duties and responsibilities include, but not limited to:
Works together with the Housing Development Coordinator, HUD-VASH Valley Team Supervisor, and supports the HUD-VASH Valley Team.
Manages the HUD-V ASH comprehensive tracking system and database that assists HUD-V ASH providers with identification of housing opportunities, case management needs, and deadlines.
Tracks the program's operating budget, and sets up controls to monitor expenses throughout the fiscal year.
Directs functions and assures a smooth flow of work in and out of the HUD-VASH program.
Identifies problems or developing problems in the running of the HUD-VASH office, takes action to resolve or prevent theses problems and ensures that policies, procedures, and standards are followed in the administrative area.
Provides general clerical and administrative support coordination.
Interacts on a regular basis with HUD-VASH applicants and clients, and member of the public who inquire about the program.
Facilitates consultations and referrals of patients to other specialty services.
Provides information related to program eligibility (retrieved from program databases).
Work Schedule: Monday - Friday, 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience in program administration and management; assistance with day-to-day operational duties; Communicate effectively both verbally and in writing with variety of individuals; Problem solve and apply decision making skills. sustaining processes and procedures to ensure program effectiveness; interpreting, analyzing, and responding to requests for information from internal and external entities; collecting, compiling, managing and reporting program data; preparing correspondence and reports; utilizing automated software (such as Microsoft Word, Excel, etc.); developing a yearly program budget, developing a tracking mechanism to monitor funds and monitor all program expenditures.

Physical Requirements: Involves active listening, reading, observing and evaluating verbal and nonverbal behavior, walking, speaking, bending, carrying of light items such as paper, books, small parts, writing reports, writing clinical notes, using office equipment such as computers, telephones, fax machines, photocopy machines, and possibly driving an automobile. Some work is performed in a clinical setting that exposes the incumbent to the communicable disease common of the homeless population. Strenuous physical activity is not required.
