You will serve as a SUPERVISORY ENGINEER/SCIENTIST in the Missile Reliability Assessment and Ordnance Surveillance Program of NAVAL SURFACE WARFARE CTR CORONA DIV.

Duties

You will be responsible for the execution of the branch's day to day operations and ensures the delivery of quality products on time and within budget. You will apply Human Capital Management policies and regulations in leading and managing personnel assigned to the branch. You will administer branch budget, manage customer relationships and programs, execute the Command strategic direction, create and promotes a shared vision of the organization, and foster cooperation, communication, and consensus among groups. You will communicate with superiors, peers, subordinates, across the Command, and with outside organizations, sponsors and business partners. You will establish objectives, sets priorities, uses internal controls, goal setting techniques, delegation, and team building to effectively manage the branch. You will evaluate performance and provides appropriate feedback including recognizing superior performance. You will encourage innovation and personal growth among branch personnel. You will effectively attract and retain a high-caliber workforce and acts in a responsible and timely manner on all steps in the recruitment and hiring process. You will be responsible for developing and sustaining a branch workforce with essential competencies in applied knowledge areas. You will organize workload, optimizing utilization of limited skill set resources, to implement the assessment approaches, methodologies, and processes to meet customer reliability assessment needs and time lines. You will develop Plans of Action and Milestones (POAM) to track workload progress and provides regular periodic reports to the Division Head and higher-level management. You will develop and maintain appropriate process performance measures to manage project status and guide continuous process improvement. You will use problem solving techniques to identify and resolve system assessment issues, to develop analysis processes and products to meet emerging customer expectations, and to specify and validate the development of new, automated tools. You will manage the ID and scheduling of Test and Evaluation resources including workforce, infrastructure, and budgets to support missile surveillance testing programs and ensure support items are maintained in the state of readiness. You will ensure facility Test and Evaluation tools are capable of supporting Test and Evaluation efforts. You will ensure test plans and procedures contain adequate provisions to address safety, reliability, and performance of the systems; data are captured, analyzed, and reported in a timely manner; lessons learned and new best practices are documented.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

This is an interdisciplinary position and may be filled by a General Engineer (0801-series), a Physicist (1310-series), a General Mathematics and Statistics Scientist (1501-series), a Computer Scientist (1550-series), or a Data Scientist (1560-series) depending upon the qualifications of the candidate. Applicants in positions with occupational series other than those listed (0801, 1310, 1501, 1550 and 1560) may apply; however, you must apply directly to the series listed in this vacancy that is most applicable to your qualifications. In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, ND-03 (GS-09/11 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: As a professional engineer or scientist supervising personnel and budgets, while overseeing daily operations to apply policies, optimize resources, maintain performance, and foster collaboration in order to support strategic initiatives for a naval missile or weapons program. Education

Applicants must meet at least one of the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:
  • Professional Engineering Series (08XX) - Degree: A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR
  • Professional Engineering Series (08XX) - Substitution of Education/Experience: A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.   • 1301-General Physical Science Series: A degree in physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics; or education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education; OR
  • 1501-General Mathematics and Statistics Series: A degree in mathematics, statistics, or actuarial science. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate; or a combination of education and experience: courses equivalent to a major field of study as shown above, plus additional education or appropriate experience; OR
  • 1550-Computer Science Series: A degree in computer science; or a degree with at least 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of these 30 semester hours must have been in a combination of statistics and mathematics that included differential and integral calculus; OR
  • 1560-Data Science Series: A degree in mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.; or a combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.
