Duties

If selected for this position, you will serve as an Administrative Services Specialist for the United States Attorney's Office (USAO), Northern District of Illinois, providing a variety of administrative support services in the areas of contracting, procurement, space management, internal controls, security, printing services, and communication services. Typical work assignments will include: Performs contracting services for the district for both pre-award and post-award actions for the acquisition of complex professional services and equipment requirements. Review requisitions and determine the appropriate method of procurement, contract type, and contract vehicle, adhering to appropriate policy, procedures, and processes. Prepare Statements of Work or Statement of Objectives, and other documents necessary to ensure all appropriate specifications are clear prior to a formal solicitation process. Evaluate proposals, unsolicited proposals, and other bid documents. Purchasing supplies and equipment. Assists with facility maintenance and/or repairs when a scope of work needs to be developed. Responsibilities will increase and assignments will become more complex as your training and experience progress.

Requirements

  • You must be a U.S. Citizen or National.
  • Initial appointment is conditioned upon a satisfactory pre-employment adjudication. This includes fingerprint, credit and tax checks, and drug testing. Continued employment is subject to a favorable adjudication of a background investigation.

Qualifications

GS-09:To be eligible at the GS-09 level, you must have at least one year of specialized experience equivalent to the GS-07 level; or education; or a combination of both specialized experience and education as explained below. Specialized Experience is defined as experience performing work that involves reviewing requisitions and determining appropriate method of procurement; purchasing supplies and services; performing cost analysis and other evaluations to determine best value or lowest bid in award decisions; evaluating bids and proposals for compliance; administering formally advertised and negotiated contracts; preparing contract solicitation and award documentation; monitoring the progress of contractors. Providing administrative support services in areas such as facilities management, records management, space management, etc. Performing reviews of support services for an office to make recommendations. Education: One of the following types of education in a related field (e.g., Business, Accounting, Finance) a Master's or equivalent graduate degree (such as an LL.B.); OR 2 full years of progressively higher level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Experience and Education: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of one full year. GS-11:To be eligible at the GS-11 level, you must have at least one year of specialized experience equivalent to the GS-09 level; or education; or a combination of both education and experience. Specialized Experience is defined as experience performing such duties as preparing statements of work or statements of objectives, and other documents necessary prior to a formal solicitation process; preparing a variety of reports concerning the status of funds, expenses, and obligations; establishing procurement plans through review of history, market conditions and specifications; drafting final contract documents to include specifications of bids and proposals; interpreting procurement policies and procedures; drafting final contracts; participating in the preparation of contract modifications, cost analysis, and acquiring services and supplies. Performing studies and analyzing office or organizational functions. Education: One of the following types of education in a related field (e.g., Business, Accounting, Finance) a Ph.D. or equivalent doctorate degree; OR 3 full years of progressively higher-level graduate education leading to such a degree. Education at the graduate level must be in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position. Combination of Education and Experience: Combinations of successfully completed graduate education and experience may be used to meet total qualification requirements. In order to qualify based on a combination, graduate education must be in excess of 2 full years. Applicants must be able to attain and retain at least a Level 1 (One) Federal Acquisition Certification in Contracting (FAC-C) as a Federal contracting professional. FAC-C has specific training requirements with some courses online and in the classroom. To maintain a FAC-C, contract professionals are required to meet a continuous training requirement. Interagency Career Transition Assistance Plan (ICTAP)- The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
