This position is located in Real Property Operations (TERO), Real Property Services (TER), Engineering and Technical Services (TE), Transmission Services (T) in the Bonneville Power Administration. A successful candidate will serve as an Appraiser that supports the overall implementation of BPA's Appraisal Program and plans and conducts the review of Appraisal reports that are often complex in nature due to the variables associated with obtaining land rights on private or public property.

  • Must be a U.S. Citizen or National.

  • Males born after 12/31/1959 must be registered for Selective Service.
  • Suitable for Federal employment, as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • This position does not support remote work. You will be required to report physically to the official reporting worksite as specified by the supervisor, but no less than 3 days per pay period.
  • This position requires a valid driver's license as a condition of employment.
  • Selectee will be required to complete the Office of Government Ethics Standard of Confidential Financial Disclosure Report (OFGE450e) within 30 days of employment and annually.
  • After employment, this position may be subject to periodic physical examinations, as prescribed by competent medical authority and at BPA expense, if exposed to health hazards.
  • Must possess and maintain a current Certified General Real Estate Appraiser license in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification.
  • Appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA).
  • Must be able to obtain and maintain membership in Nation Association of Realtors and various MLS’s in the BPA area.
  • Hiring incentives may be authorized for a highly qualified candidate based on budget availability and in accordance with federal regulations.

Qualifications

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as: Applying knowledge of Federal, State, local laws, and appraisal regulations related to appraisal/valuation methodologies, techniques, practices as applied to all types of real property and partial interests to 1) plan and conduct market/feasibility studies, and 2) conduct valuation of minerals, timber, danger trees, all forms of easements, rights-of-ways, communication sites, ranch and agricultural properties, commercial, industrial and residential properties, Native American tribal lands and environmentally-sensitive lands. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.
