Duties
You will participate in and/or lead planning teams to develop long, mid and short-range land use/infrastructure planning, infrastructure management and basing strategies.
You will explain and defend specific planning criteria to users and to other technical experts and auditors and serve as a technical expert in facilities planning criteria.
You will serve as a facility planning criteria expert, providing criteria guidance to users in interpreting and applying UFC 2-000- 05N criteria to facilities planning actions.
You will provide the client with clear and concise policy and guidance for the orderly and cost-effective development of shore facilities.
You will leverage in-house resources in such areas as land and facilities planning, acquisition, real estate, environmental, construction, public works, or other subject matter experts to clarify the vision for the shore infrastructure.

- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Selective Placement Factor (SPF): If applying for this position as an Engineer (0801/0810/0896 series) or Architect (0808 series) you must have a current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement.
In addition to the SPF and basic requirements, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector: ; 1) Analyzing facilities and cost data to produce appropriate planning products and services; 2) Developing appropriate alternatives for meeting customer needs relating to facilities and utilities development; 3) Identifying project related strengths and weaknesses; preparing economic analysis and cost estimates related to facilities planning; and 4) Supporting facility and utility project programming and long range planning. 5) Must demonstrate an understanding of planning concepts possessing a high degree of uncertainty and demonstrate the ability to develop and implement solutions.

Physical Demands: The position's duties are largely sedentary and consist of office related activities, including long periods of sitting standing and walking, and operating telephones, audio-visual and computer equipment. During field visits and facility inspections at various installations, the incumbent may lift loads less than 20 pounds, climb stairs and ladders, walk, stoop, bend and stretch to reach objects. The incumbent travels within the NAVFAC Atlantic area of responsibility approximately 15% of the time.
Work Environment: The incumbent's workplace is typical office environment equipped with adequate ventilation, air conditioning, heating, lighting, and toilet facilities. The incumbent is not exposed to hazardous substances or environment in the performance of duties.
