About the Position: Serve as the Management analyst for the Resource Management Office for the District, performing a wide range of budget, manpower, and administrative functions. Duties

Manage the agencies operating budget by analyzing accounting reports and cost analysis to maintain expenditure controls. Consult with program managers to ensure budget adjustments are made in accordance with budget strategies and techniques. Balance a team workload according to workflow, availability, and skill level. Communicate the status of milestones and deadlines for completion of assignment, projects, and tasks.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This is a Financial Management Level 2 DoD FM Certification position. Incumbent of this position is required to comply with all DoD and Department of the Army requirements.

To qualify at the GS-12 grade level, you must have: Specialized Experience: One year of specialized experience which includes (1) applying analytical, technical, and advisory functions to conduct a comprehensive analysis of operating budgets, manpower requirements, and financial management administration; (2) scheduling and coordinating staff efforts to produce budget, manpower plans, program, and reports; (3) preparing operational budgets, funding requests, and manpower requirements (4) directing the preparation of Schedules of Obligations and Expenditures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this GS-12 position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Budget AdministrationCost Estimation and AnalysisOral CommunicationPlanning and EvaluatingResearch Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
