Duties
You will serve as the Program Analyst for Maritime Security Cooperation (SC) and Security Assistance (SA) programs throughout the U.S. INDOPACOM (IPC) Area of Responsibility (AoR).
You will recommend new or modified policy and guidelines, perform detail planning, evaluate program implement guidance for SC, and assists in synchronizing internal and external programs.
You will solicit, define, and execute maritime SC programs to maximize the impact and influence of these programs across various SC funding authorities.
You will develop innovative and effective methods to improve SC program development and implementation.
You will formulate, analyze, coordinate, and evaluate proposed changes, and oversee the development, review, and execution of Maritime Security (MARSEC) Sensitivity Security Cooperation Initiatives (SSCI).
You will coordinate and integrate MARSEC SSCIs where COMPACFLT is an office of coordinating responsibility.
You will develop strategies to integrate program goals and objectives with current CPF command strategy, theater campaign plans, and country engagement plans.
You will support and correlate with the Executive Agent for DoD and USINDOPACOM for the development, planning, and execution of operations, activities, and investments (OAI).
You will promulgate the assessed capability requirements to interagency security cooperation and security assistance providers.
You will develop the annual implementation plan that aligns the partner nation capability requirements with focused operations, actions, and activities derived from interagency proposal submissions.

- This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: INTERMEDIATE.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: This position requires experience such as:
Mastery of security cooperation policy and resourcing to include Security Cooperation planning, oversight, and execution management
Expert knowledge of management principles and processes; long range planning and the analytical and evaluative methods and techniques for assessing Security Cooperation program development and improving organizational effectiveness and efficiency of security programs
Expert knowledge of Presidential Policy Directive 18: Maritime Security (PPD-18), the National Strategy for Maritime Security (NSMS), and supporting plan the National Maritime Domain Awareness Plan
Expert understanding of the security assistance and security cooperation mission, function, programs, command structures, and relationships between the organizations in resolving issues and concerns including those generated by, or of potential interest to, any of these organizations
