This National Guard position is for a DEPUTY LOGISTICS MANAGEMENT OFFICER (TITLE 32), Position Description Number D1199000 and is part of the FL JFHQ, National Guard.
Duties
As a DEPUTY LOGISTICS MANAGEMENT OFFICER (TITLE 32), GS-0346-13, you will serve as a full deputy to the Logistics Management Officer (J-4). Plan, organize, and oversee the activities of the state J-4, Logistics Directorate. Develop goals and objectives that integrate manpower and personnel support objectives into state short and long-term operational plans. Establish, revise, or review policies, procedures, mission objectives, and organization design for the J-4 staff, to ensure work problems or barriers for mission accomplishment are eliminated. Promote team building, implement quality improvements, and is responsive to concerns with regulatory compliance and/or customer requirements. Plan work to be accomplished by subordinates, adjusts overall priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs. Provide subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines. Review and structure organization to optimize use of resources and maximize efficiency and effectiveness of the organization. Balance workload and provide overall direction and vision to the subordinate division and branch chiefs on a wide range of logistics operations issues. Establish metric and analytical systems to assess efficiency, effectiveness, and compliance with statutes and regulatory procedures. Evaluate requirements for additional resources submitted by subordinate supervisors, and balance organization needs with overall mission requirements and resource interests. Identify need for change in organization priorities and takes action to implement such changes. Plan and schedule work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs. Accept, amend, or reject work of subordinate supervisors. Review work and management techniques of subordinate supervisors; is held accountable for actions taken and advice provided by their staff. Make decisions on work problems presented by subordinate supervisors. Direct self-assessment activities of subordinate supervisors. Review training recommended by subordinate supervisors to assure it is proper and promotes effective operation of the organization as a whole.

- This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

- May be required to successfully complete a probationary period.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard.
PCS: Permanent Change of Station (PCS) costs, Recruitment or Relocation Incentive MAY be authorized. Authorization for payment of PCS expenses, Recruitment or Relocation Incentive will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.
FLNG BUS Code 8888: This position is "excluded" and ineligible for labor organization representation.
MILITARY GRADE: Officer; O5.
GENERAL EXPERIENCE: Must have experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-13 Must have at least one year of specialized experiences at the GS-12 level or the equivalent which provides knowledge and/or experience, education, or training which includes identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.
