About the Position: Serve as a Division Chief, within the CONOPS Directorate of a 2-star headquarters responsible for initiating, developing, and recommending contracting policies, procedures, guidance, and control for the Army. Assists the Office of the Deputy Assistant Secretary of the Army for Procurement (ODASA(P)) in developing contracting policy for the Department of the Army concerning all contracting functions. Participates in the review of acquisition programs.

Duties

Serves as a supervisor and Division Chief in support of the major areas such as: management assessment, initiatives, acquisition reform, strategic contract data analysis, contract administration, policy assessment, socioeconomic programs, etc. Reviews the operations of Army purchasing and contracting activities to assess the efficiency and effectiveness in performing procurement functions. Acts as a representative of all aspects of personnel proponent issues dealing with mandatory and enhancement of contracting and acquisition management training. Manages the contracting aspects of all assigned programs to include, but not limited to munitions, communications, electronic programs, and troop, and combat support. Performs the full range of supervision for employees assigned. Serves as a technical authority on DA procurement, especially matters dealing with installation and contingency/mobilization contracting.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain/maintain a SECRET security clearance.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting certification within 36 months as of entrance on duty.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
  • This position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position requires submission of Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. BASIC EDUCATION REQUIRMENTS FOR 1102 SERIES: A bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees. (Note: You must attach a copy of your transcripts). OR EXEMPTION: (A) a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) I am a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000. In addition to meeting the basic education requirement, you must also meet the specialized experience: Specialized Experience: One year of specialized experience equivalent to the NH-03/GS-13 grade level or equivalent pay band in the Federal service that includes: 1) Developing new contract approaches for contracting and acquisition management; 2) Conducting research and data analysis in trends, practices, technology advances for improving innovations and efficiencies in agency contracting; and 3) Identifying areas of improvement to make recommendations for corrective action. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03/GS-13.
