Principal advisor and management consultant to Superintendent and management team for administrative matters. Responsible for advising on all administrative matters in the park and guiding management and staff of the park toward effective management of the park's business. Wide latitude to exercise independent judgment, and responsibility among special technical, supervisory, or administrative lines in office, business, or fiscal administration, requiring administrative experience.

Duties

This position is a Shared Services position for Fort Larned National Historic Site (FOLS) and Nicodemus National Historic Site (NICO). As such, the incumbent is tasked with the supervision of the administrative staff for both parks and serves as the Chief of Administration and Business Services and is the principal advisor and management consultant to the Superintendents and park management teams for administrative matters. The incumbent is supervised by the Superintendent of FOLS and manages the administrative and business operations of both parks equally, with 50% of time to FOLS and 50% of time given to NICO. The incumbent plans, advises and implements a comprehensive and integrated program for all administrative services including, but not limited to: budget and finance management, fiscal management, property and procurement, travel, agreements and legal instruments, position management, and Information Technology; serves as the principal liaison to human resources and contracting offices. As a member of a senior management team, collaborates and consults on a variety of interdisciplinary issues related to visitor use, resource management, partnerships, employee safety and wellness, and relevancy, diversity and inclusion. Duties will be developmental in nature when filled below the full performance level.

All qualifications must be met by the closing date of this announcement-08/08/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: experience may include assisting in the preparation/execution of budgets; preparing program/project documents i.e., project descriptions and summaries; coordinating procurement, property, vehicles, and space management functions; advising and assisting supervisors on actions concerning personnel matters. Monitor purchasing transactions, increased financial integrity through grant programs, interpreting policy and guidelines dissemination, composing correspondence in alignment with public figures, political allies, partners, and public relations, managing personnel and human resources. You must include hours per week worked. -OR- EDUCATION: Successful completion of at least a master's or equivalent degree graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree. You must include transcripts. -OR- Successful completion of a combination of graduate level education beyond the first year of progressive graduate study and appropriate experience that together meet the qualification requirements for this position The total must equal at least 100 percent to qualify. You must include transcripts. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
