Duties

As an Economist with experience in minority health and health disparities, your duties include: Applying micro- and macro-economic theory to develop and coordinate integrated programs on health economics and health services associated with improving minority health and preventing and reducing health disparities. Stimulating research on the economics of prevention and elimination of health disparities, including the financing, costs, cost-effectiveness, cost-utility, and cost-benefit of interventions to prevent and address health disparities. Leading econometrics research as relevant to minority health and health disparities, including data analysis techniques such as multiple regression analysis, significance testing, simultaneous linear equation estimation, time series modeling, and forecasting. Serving as an advisor on national research projects such the National Committee on Vital and health Statistics (NCVHS) Mortality Data, and the National Health Interview Survey. Developing and managing contracts and reimbursable agreements with appropriate federal and non-federal agencies to acquire data needed to answer specific questions developed as part of the NIMHD research program. Directing NIMHD scientific meetings and work groups in specialty areas, while serving as official spokesperson for the Institute on a wide range of technical issues related to the economics of health disparities. Conducting research and/or systematic reviews on a variety of health economic topics and uses basic statistics, operations research, or other related mathematical sciences, basic survey analysis, and basic econometrics. Example of studies include economic evaluations of minority health and health disparities interventions and policies; economic analysis of current NIMHD studies, analysis of the cost of minority health and health disparities; direct and indirect costs of treatment, and financing and reimbursement policy on utilization of health services as relating to health disparities; and impact of cost-relevant legislation and social policy and institutional changes. Representing the Institute at professional meetings and conferences addressing economic issues related to health disparities. Presenting at national and international meetings of professional groups.

Qualifications

In order to qualify for an Economist, GS-0110 position at the GS-14 level, you must meet the following basic education requirement: A. Possess a degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus. OR B. Have a combination of education and experience: courses equivalent to a major in economics plus appropriate experience or additional education. In addition to the above basic education requirement, in order to qualify for an Economist, GS-0110 position at the GS-14 level, you must have: 1 year of specialized experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: managing health economics programs/services focused on minority health or preventing and reducing health disparities; advising health economics researchers on research design, statistical analysis, and reporting to senior leadership; developing economics analysis/research methodology used by other scientists across an organization; overseeing health economics vendor contracts or similar agreements.
