About the Position: This is a dual-hatted position, serving as the District's Executive and Legislative Affairs Officer. Assignments are received and executed in accordance with policy directives and established program priorities. The incumbent will exercise much independent action and authority, with latitude in the application of initiative and independent professional judgment.

Duties

Assesses Congressional actions, reports, findings and conclusions, and makes recommendations to the District Commander and/or appropriate staff on such. Incumbent regularly recommends approaches to action officers as they draft new local regulations and policies. The incumbent provides consultation and advice to the Command Group on a wide variety of technical and administrative issues that cross organizational and functional boundaries or require Executive Office attention/action. As Protocol Officer manages and oversees the implementation of the Distinguished Visitor Program. Serves the Mobile District Legislative Affairs Officer and focal point for matters which may or have become the subject of Congressional interest, inquiry, or investigation. Responsibility for preparing and coordinating of read-a-heads for meetings and presentation materials. Reviews incoming policies, procedures and regulations from higher headquarters, this includes Daily Tasking Orders, Operation Orders (OPORDs), and Warning Order (WARNOs). As the Executive Officer, provides staff assistance to the Command Group in the administrative aspects of District activities. This is a dual-hatted position, serving as the District’s Executive and Legislative Affairs Officer utilizing professional knowledge and abilities to conduct plans and analyses in assigned areas of responsibility.

Serves as a resource for an executive office in the area of mission execution; 3.) Develops, implements and de-conflicts conflicts for Leadership regarding travel itineraries, engagements and talking points. 4.) Keeps continuously abreast of Congressional calendars, proposed legislation, areas of interest and Congressional inquiries. and/or 5.) Receives and interprets Army/USACE/SAD/Federal/state/local guidance, policy and direction; develops the implementation plan, monitors progress and reports results. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementOrganizational AwarenessTechnical Competence Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
