Qualifications
NOTE: You must meet qualification requirements by the closing date of this announcement.
To qualify for the GS-13 level, you must have 1 year of full-time* specialized experience equivalent to at least the GS-12 level defined as exercising knowledge of program and administrative laws, policies, regulations and precedents relating to Federal financing; working as a technical specialist in developing, monitoring, and evaluating resource management efforts; planning, organizing, and directing regional resource management programs.
Your answers to the online assessment will be used to evaluate your competencies in the following areas:
Knowledge of principles, concepts, laws, regulations, and practices of Federal financing and budgeting sufficient to perform financial management for major accounts.
Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or financial management processes and systems.
Skill in utilizing a variety of financial software packages.
Ability to formulate, present, analyze, and execute budgets for assigned organizational components or programs.
Ability to analyze and prepare program status reports for review at all levels.
Ability to independently develop tools and reports to meet unique program and budget requirements and needs.
Ability to examine and reconcile accounts and to assure adjusting and correcting entries are properly documented, reflected in the accounting system, and are supportable.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
