This position is located in the National Oceanic and Atmospheric Administration (NOAA), Office of Oceanic and Atmospheric Research (OAR), Geophysical Fluid Dynamics Laboratory (GFDL) with one vacancy in Plainsboro, NJ.

Duties
As a Budget Analyst, you will perform the following duties:
Provide brief financial reports on budget activities indicating current and projected funding levels, actual and planned expenditures, and projected problems. Oversee completion and submission of paperwork for awarded proposals to headquarters for legal review and approval and address questions from National Oceanic and Atmospheric Administration (NOAA) General. Monitor and track all contract and credit card purchases.
Coordinate with staff and line organizations to ensure timely budget and acquisition execution, and correct allocation of federal employee costs. Brief stakeholders on cost allocation and prepare adjustments to transfer funds. Manage the formation and cost management process which includes collecting data, allocation of costs, analysis and allocation of budget costs, and research.
Analyze, interpret, and translate directives providing guidance and instruction to agency officials in regards to meeting financial cost management requirements. Assess and develop new techniques for short- and long-range forecasting. Assist in developing policies and guidance. Reconcile reports from financial systems such as, Business Application Solution (BAS) or Financial Management Data System (FMDS) reports.
Prepare and maintain budgets for operating plans, fund transfers, lab expenditures, and research grant proposals. Project and render recommendations and justifications on the potential effects of budgetary actions on attainment of objectives. Develop appropriate timetables for funding for new programs and objectives.

EDUCATION: There is no positive education requirement for this position.
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the ZA-4 or GS-13 level:
Specialized Experience: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in Federal Service. Specialized Experience must include all of the following:
Preparing financial reports to brief management on funding levels, budget expenditures, or projected financial problems;
Analyzing budgetary actions to show an organization's objectives have been achieved; AND
Managing budgets for account activities such as operating plans, fund transfers, lab expenditures, or grant proposals.
