About the Position: This is a permanent position with Headquarters, US Army Corps of Engineers (HQUSACE), Chief Information Office (CIO) located in Washington, DC.
Duties
Serves as Headquarters United States Army Corps of Engineers (HQUSACE) senior staff librarian directing the command-wide library program of more than 20 libraries nationwide.
Performs a full scope of library and information services, policy, administration, and program management of the United States Army Corps of Engineers (USACE) Library Program.
Develops policy on highly complex and broad library problems of a fundamental and precedent-setting nature.
Conducts staff assistance and site visits to USACE Libraries, classifying new, innovative engineering and scientific practices, analyzing activities, programs, resolves questionable classification areas, and personnel.
Conducts research that involves large amounts of information, in-depth analysis of fundamental policies of commands and libraries that vary in application from place to place, and decisions and policies.
Provides expert advice to the Chief Information Officer for library and information functions, services, and initiatives including access to resources, Research Services, Training, Data Services (Organizing, Curating, Metadata, Visualization).
Serves as liaison to governmental and professional organizations, participates in library and information science meetings and conferences and represents HQUSACE on matters of concern for USACE libraries.
Determines requirements, recruitment, training, and placement of USACE librarian interns to ensure new librarians are trained and available.
Provides technical guidance and consultation, budgeting and resourcing, and training for a professional, technical staff and the major subordinate commands' technical libraries.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

Basic Requirement for Librarian:
A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.
OR
B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) managing, developing and implementing an organization's enterprise library or library system; 2) providing technical guidance to customers related to library policy and functions; 3) developing, implementing, and interpreting policies, standards, regulations and guidance for library technical services operations; 4) executing budgeting and resourcing to meet mission requirements; and 5) communicating with key echelon and other stakeholders on problems, resolutions, research, recommendations to influence, negotiate and defend organization's library program services, operations, technologies and information systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
