You will serve as a Procurement Supervisor in the Signature Department Business Office of CARDEROCK DIV NS.

Duties

You will serve as an acquisition expert and sought out by others for authoritative advice used in decision making and input for solving problems. You will be the liaison with the SAP Contracting Office and Agency Program Coordinator (APC), and the Department 70 Acquisition Program Manager. You will be responsible for establishing goals/objectives, timekeeping and travel approval, training and mentoring, personnel actions, recommending awards, promotions and discipline. You will resolve employee complaints and support and further EEO and Affirmative Action Program goals and objectives. You will be responsible for all of the acquisition and procurement planning, execution, and associated work products as well as the performance of your workforce. You will be responsible for workload and labor budget planning and execution and Department technical customer relations. You will determine work approaches and prioritize and complete assignments to meet established deadlines and objectives. You will coordinate, consolidate, format, and analyze data for reports, data calls, metrics, and Standard Operating Procedures (SOPs). You will analyze, identify, and develop solutions and negotiate with management to implement recommendations.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 (GS-11/12 equivalency) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating acquisition or procurement requirements (e.g. technical requirements; procedures; documentation; tasking) of contract packages to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.
