This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Major Range Test Facility Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a Engineering Technician responsible for developing and administering construction and service contracts.

Duties

Serve as Contracting Officer Representative (COR), assures the contractor performs the technical requirements of the contract and perform inspections necessary in connection with contract performance. Represent the Directorate when communicating with customers, organizations and other offices pertaining to assigned contracts. Consults and advises on planning, coordinating, organizing, and implementation of all phases of the operations and repair program for the installation. Plan and coordinate the preparation of layouts, designs, plans cost estimates, and specifications for maintenance, repair, construction, or modification projects. Interpret the description of the work as stated in the work order, schedules visits of work site to identify as-built conditions, site conditions for new facilities and requirements, and verifies and clarifies the scope of work with the requestor. Draft and prepare technical sections of the Performance Work Statements (PWS) or Scopes of Work, Quality Assurance Surveillance Plans and develops technical exhibits. Sets forth any special precautions giving directions for preventive maintenance and emergency work. Conduct inspection of service and construction projects performed by contractors, ensuring the work done by contractors including quality and adequacy of materials, workmanship, procedures, and processes used.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Required to obtain and maintain a valid State driver's license.
  • Required to obtain and maintain the Contract Officer Representative Certification within 6 months of employment.
  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster)
  • the incumbent is required to report to work or remain at work as scheduled to support mission operations
  • This position may be required to be on call after hours for occasional after hour calls that may occur in support of a service contract.

Specialized Experience: One year of specialized experience which includes developing Government cost estimates main for construction, repair and services of facilities; performing technical review of contract designs and scope of works; monitoring project construction and maintenance service contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service GS-09.
