About the Position: This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Army Installation Management Command to recruit and appoint qualified candidates to positions in the competitive service.
Duties
Serve as a construction representative White Sands Missile Range (WSMR), responsible for maintaining surveillance over all types of construction projects assuring that contracted work is performed to the government's satisfaction.
Perform surveillance to assure that contractor is conducting quality control operations to produce work in conformance with plans and specifications.
Review contractor quality control reports and test results for completeness and accuracy
Interpret the intent of plans and specifications, and render decisions to the contractor on questions arising.
Submit progress reports and maintain records of work accomplished.
Maintain a daily record on items of work inspected and work instructions, received or issued.
Review project plans and specifications prepared by design engineers prior to contract advertisement to determine practicability from a construction standpoint.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position may require the use of protective clothing or equipment as authorized by the WSMR Safety Office.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes experience in three (3) or more of the following: (1) enforcing construction plans and specifications; (2) providing field measurements, computations and first-hand information of site conditions; (3) documenting daily construction activities; (4) preparing pay estimates for contractor work; (5) enforcing industry and safety standards, and (6) reviewing and monitoring construction schedules for contract compliance. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-10).
